A series of electricity poles and fiber optic cables lying tangled on the construction site of the Khanh Hoa - Buon Ma Thuot expressway have not been relocated, making the project's progress difficult.

According to records, at the TL10 intersection (the intersection between Khanh Hoa - Buon Ma Thuot Expressway and Provincial Road 10, under Package 3, Component Project 3, through Ea Knech Commune, Krong Pak District), the ground is covered with electricity poles and telecommunication cable poles that have not been relocated, so the contractor cannot carry out synchronous construction.
Observing at the construction site, dozens of electric poles and fiber optic cable poles are located along Provincial Road 10, on the highway surface, the contractor cannot construct synchronously because "everywhere they touch, they get stuck". Currently, the contractor is constructing concrete retaining walls, casting components and waiting for the site to be cleared for synchronous construction.
A technical officer said: "Up to now, the work of relocating technical infrastructure has not been implemented, leading to the construction unit being unable to construct many items at the intersection on the main road TL10.
After more than a year, the electric pole is still standing tall on the Khanh Hoa - Buon Ma Thuot highway, making it impossible for the contractor to carry out synchronous construction, greatly affecting the project's progress.
Mr. Thai Van Phi - CEO of Trung Nam Construction and Installation Joint Stock Company said: "At TL10 intersection, the site clearance work is basically completed, but the electricity system and telecommunication cables have not been relocated yet. The contractor has sent an official dispatch to the investor to consider supporting the handling of the above problems, but the relevant units have not yet handled it to implement the construction."
"To synchronize and complete the project on schedule as committed to the investor, the company always strives to construct in the spirit of "3 shifts, 4 teams", overcoming the sun and rain to speed up the progress. We request that the investor consider continuing to consult with the People's Committee of Krong Pak district and related parties, and coordinate to complete site clearance and hand over the completed site to the contractor to implement construction to meet the project's progress", Mr. Phi hoped.
According to the Dak Lak Province Traffic Construction and Rural Development Project Management Board (referred to as the Project Management Board, representing the investor), there are still some households at the TL10 intersection that have not yet been cleared, and the relocation of technical infrastructure in some locations has not been completed and is still stuck, making construction impossible.
The Project Management Board has issued a document urging the project, however, up to now, some locations are affected by power lines and water pipes, so continuous construction is not possible, the delay in relocating technical infrastructure slows down the progress. The Project Management Board requests the People's Committee of Krong Pak district to resolutely direct relevant units to urgently relocate technical infrastructure, electricity, water and telecommunication systems.
"In the coming time, to make up for the slow progress and achieve the overall progress of the package, the contractor will increase human resources and machinery to focus on constructing the K95, K98 roadbed, bridges, assembling crushed stone materials and speeding up procedures for special soil and stone quarries to have a source of materials for construction," the representative of the Project Management Board emphasized.
The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND21,935 billion. The project has a total length of about 116.577km, divided into three component projects. Of which, component project 3 has a total route length of about 48.093km, a total investment of more than VND6,165 billion, invested by the People's Committee of Dak Lak province.
