Realizing the situation of farmers producing on scattered, fragmented agricultural land with low efficiency, the People's Committee of Trieu Phong district has developed the Project "Concentrating and accumulating land to form commodity production areas, linking product consumption in the district for the period 2024-2026, with a vision to 2030" to solve this situation. According to the project, in 2024, Trieu Phong district will implement 7 models in the communes of Trieu Dai, Trieu Do, Trieu Hoa, Trieu Tai, Trieu Thuan, Trieu Trung, Trieu Phuoc; in 2025, develop 14 more models (1 model per commune); in 2026, develop 28 more models (2 more models per commune); in 2030, strive to implement about 110 models in the whole district (an average of 8 models per commune).

The subjects and scope of the project implementation are state agencies exercising the powers and responsibilities of representing the entire people's ownership of land, performing the task of unified state management of land; economic organizations, households, and individuals implementing land concentration and accumulation for large-scale commodity production. The project implementation period is from 2024 to 2026, with a vision to 2030.
The project sets out the principle of concentration and accumulation of agricultural land to ensure the legitimate interests of the State, land users and related organizations and individuals. Accordingly, it encourages the conversion of agricultural land between households in different locations into large plots and plots concentrated in one location with a larger area than the production organization as well as leasing land use rights to concentrate and accumulate land.
For the form of land consolidation through land consolidation, depending on local conditions, cooperatives and cooperative groups develop plans to submit to the People's Committee of the commune for approval for implementation. Land consolidation is associated with field arrangement and relocation of graves in the fields, ensuring that each household uses no more than 2 plots.
For the form of land use right lease, there must be a suitable production and business plan/project for 3 years or more, confirmed by the competent authority. The area of land concentration and accumulation must be consistent with the planning of all levels on socio-economic development, agricultural development and new rural construction, and must not coincide with other urban, industrial and infrastructure planning.
The project stipulates that the minimum scale of land concentration and accumulation is 3 hectares/model, the contract period for land concentration for production is at least 10 years and not exceeding the period of land allocation by the State in the land use right certificate.
For the form of land use rights contribution, it is necessary to establish a cooperative or household group confirmed by the local government, at the same time, a suitable production and business plan/project for 3 years or more, confirmed by the competent authority. The area of land concentration and accumulation must be consistent with the planning of all levels from district to commune on socio-economic development, agricultural development and new rural construction, not overlapping with other urban, industrial and infrastructure planning. The scale of land concentration and accumulation must be at least 10 hectares/model. For the form of land use rights transfer, the scale and conditions are according to the provisions of law.
The project also stipulates that for the form of land concentration through land consolidation, the state will support the costs of measuring, marking boundaries, adjusting changes, establishing land records and issuing certificates after land consolidation, support the costs of leveling and arranging fields, with a support level of 5 million VND/ha, and support for grave excavation, with a support level of 2-5 million VND/grave (depending on the scale and size of each grave).
For the form of land use rights lease, support for land lessors is 2 million VND/ha (only one-time support). For the form of land use rights contribution, support is provided according to Resolution No. 162 dated December 9, 2021 of the Provincial People's Council stipulating policies to support the development of a number of crops and livestock to create key products with competitive advantages in Quang Tri province in the period of 2022-2026, with a vision to 2030; Resolution No. 32 dated July 28, 2022 of the Trieu Phong District People's Council on promulgating regulations on policies to support the development of a number of crop and livestock models in Trieu Phong district in the period of 2022-2026. If the same model implements many contents, it will enjoy all the policies in the project.
To effectively implement, the project also offers many solutions such as strengthening leadership, direction and management from the district to the grassroots level, considering the organization of the implementation of the task of concentrating and accumulating land to form commodity production areas, organic production, and linking product consumption in agricultural production in localities as the key task. Accordingly, specialized departments, offices, and political organizations strengthen propaganda direction, closely coordinate with the People's Committees at the commune level to organize the implementation of the project.
The District People's Committee assigns targets and assigns responsibilities to the Party Committee leaders, commune and town authorities in implementing the plan to concentrate and accumulate land to form organic commodity production areas and link product consumption. Localities closely follow the Trieu Phong District Construction Plan to 2040, with a vision to 2050, to review, adjust and supplement sectoral plans to orient and create more favorable conditions when implementing land concentration and accumulation such as high-tech agricultural production planning, irrigation planning, rural industry planning and other specialized plans. On that basis, focus on developing rice associated with concentrated and intensive production areas to create a large volume of high-quality commodity products to meet market demand.
Along with that, prioritize investment in science and technology development and widely apply the results of scientific and technological research in agricultural production as well as focus on transferring scientific and technological advances to farmers. Prioritize support for capacity building for cooperatives and cooperative groups in terms of organization, production management, agricultural science and technology, market research, business development, removing obstacles, handling disputes and complaints as well as selecting advanced technology, low investment costs, suitable for the natural conditions of the district for research and widespread application in production. Expand and develop organic production, in the direction of organic, VietGAP, enhance post-harvest technology to increase added value and ensure food safety of agricultural products.
On the other hand, focus on attracting large enterprises and economic groups to cooperate and invest in the agricultural sector, thereby strongly applying science and technology to production, bringing high and sustainable economic efficiency to producers, striving to increase efficiency from 1.2 to 1.5 times or more like some typical production models currently in the district.
