On the afternoon of September 30, Mr. Khuat Viet Hung, Vice Chairman of the National Traffic Safety Committee, and his delegation went to Duc Linh district (Binh Thuan) to visit and express condolences to the families of the four deceased victims and the injured who are being treated at Dong Nai General Hospital in the serious traffic accident on National Highway 20 that left nine people dead and injured.
The working group visited the families of the deceased victims, including: Nguyen Van Canh, the driver of the 16-seat vehicle (33 years old, from Binh Thuan), Nguyen Xuan Khang (17 years old, residing in Da Kai commune, Duc Linh district, Binh Thuan province); Nguyen Anh Tuan (47 years old, residing in Da Kai commune, Duc Linh district, Binh Thuan province); Doan Thi Lien (59 years old, from Me Pu commune, Duc Linh district, Binh Thuan province).
Mr. Hung said that the authorities are continuing to investigate and will soon have a conclusion on the cause of the incident.
Afterwards, the Delegation had a working session with the People's Committee of Dong Nai province about the above-mentioned particularly serious traffic accident.
At the meeting, Mr. Khuat Viet Hung highly appreciated the first aid, patient classification, and timely transfer of patients at Dinh Quan Regional General Hospital and the emergency and treatment work of Dong Nai General Hospital. At the same time, he also acknowledged and highly appreciated the timeliness, determination, and effectiveness in directing the handling and resolution of accidents.
According to Mr. Hung, the regulation of installing dash cams on means of transport is very correct. Without dash cams, it will be very difficult to investigate and handle traffic accidents. In the near future, this regulation will be expanded to all means of transport.
The Vice Chairman of the National Traffic Safety Committee requested that Dong Nai police force, when examining the 16-seat passenger bus, check and extract the vehicle's journey monitoring device, because during the process of collecting data to serve the investigation, the authorities discovered that before the accident, the vehicle's journey monitoring device had lost data.
Specifically, the system recorded the initial speed of the vehicle maintained from 39 - 58 km/h on the provincial road from Binh Thuan to Dong Nai province. When reaching National Highway 20 in Dong Nai province, the vehicle maintained a speed of 79 - 89 km/h. The highest recorded speed was 89 km/h at 2:12 am. The last recorded speed of this vehicle at 2:13 am was 79 km/h, about 10 minutes before the accident.
In the near future, the Vietnam Road Administration will be requested to provide all data of trucks traveling on National Highway 20 to Dong Nai Police and Lam Dong Police to inspect and review the traffic process and compliance with road traffic safety regulations of these types of vehicles.
