The sense of responsibility in performing tasks is understood as the attitude and sense of responsibility of cadres and party members in the process of performing assigned duties and tasks with manifestations such as: always paying attention to the quality and efficiency of work; always making every effort to complete the work, not pushing, avoiding, or evading work to others or being negligent, lacking initiative, doing things half-heartedly, letting things go without caring about the effectiveness; actively researching and finding effective ways to handle assigned tasks;... The sense of responsibility in performing tasks is not only a valuable quality but also a necessary requirement and demand for every cadre and party member, especially for cadres and party members holding leadership and management positions.

Currently, Vietnam is in the process of promoting industrialization and modernization for the goal of rapid and sustainable development, accelerating the process of realizing the aspiration of developing a prosperous and happy country. This task is extremely important in the context of the domestic and international situation having many complicated and unpredictable developments, increasing difficulties and challenges for our country.
To promote the country's development process and quickly achieve the set goals, it is necessary to continue to arouse and promote the role and strength of all resources and all subjects. In particular, first and foremost, it is necessary to promote the role of cadres and party members, enhance the sense of responsibility, dynamism and creativity, the spirit of daring to think, daring to do, daring to face difficulties and challenges, daring to shoulder responsibilities, wholeheartedly, devoting all efforts and hearts, determined to complete all assigned tasks well for the common interests and goals of cadres and party members, especially those cadres and party members holding leadership and management positions.

However, reality shows that currently, there is a situation where many cadres and party members in some agencies, units, ministries, branches and localities, instead of being proactive, flexible, creative, responsible, enthusiastic, daring to think, daring to do, and trying to find ways to effectively perform assigned duties and responsibilities, are afraid of difficulties and hardships, lack spirit and sense of responsibility in performing tasks, always find ways to avoid, push, and shirk responsibility to others, lack concern for quality and efficiency of work, and even work carelessly and roughly... As a result, some work is delayed and stagnant, affecting the rights and interests of the people as well as the effectiveness of implementing the country's socio-economic development goals.

More dangerously, if this situation is not handled promptly and thoroughly, it will risk affecting the process of realizing the aspiration for a prosperous and happy country, and undermine the people's trust in the cadres, party members, the Party and the State. It is worrying that the lack of sense of responsibility still appears even among some leaders and managers, in important jobs and fields that require a high sense of responsibility, causing significant consequences and losses, as evidenced by the fact that some cadres, including high-ranking cadres, have been severely disciplined by authorities in recent times.

In recent years, a series of cadres and party members who lacked a sense of responsibility, were lax in management, violated working regulations, and caused serious consequences and were disciplined. Recently, many cadres of the Ministry of Industry and Trade were disciplined according to the law for being irresponsible, lax in management, and seriously violating Party regulations and State laws in advising and issuing mechanisms for developing solar and wind power; trading, operating supply sources, and granting business licenses for gasoline and oil; managing and using the Price Stabilization Fund; establishing, appraising, approving, organizing bidding, and implementing projects/bid packages carried out by the International Progress Joint Stock Company (AIC), etc.

Reporting to the National Assembly on anti-corruption work in 2023, Government Inspector General Doan Hong Phong (authorized by the Prime Minister) presented a report stating: In 2023 alone, 55 heads and deputies of heads were found to be irresponsible for corruption. Of these, 13 heads and deputies of heads were criminally prosecuted for negligence for corruption. The lack of responsibility of a number of officials in performing their duties is one of the reasons affecting the implementation of many socio-economic development policies and guidelines of the Party and State in recent years.

Recognizing the urgency and danger of this problem, in recent years, the Party and State have issued many drastic guidelines and policies to thoroughly overcome the lack of responsibility in performing tasks of cadres and party members. At the 13th Party Central Committee's mid-term conference, General Secretary Nguyen Phu Trong continued to emphasize the need to focus on rectifying and promptly and thoroughly overcoming the situation of shirking responsibility, avoiding responsibility, and lack of responsibility among a number of cadres and party members, which negatively affects organizations, agencies, and units, hindering the country's development process.

On the Government's side, in 2023 alone, a series of decrees, directives, and dispatches... related to this issue were issued, such as: Dispatch No. 280/CD-TTg dated April 19, 2023 of the Prime Minister on rectifying and strengthening responsibility in handling work of ministries, agencies, and localities, in order to overcome the situation of shirking and avoiding responsibility in handling work, ensuring discipline, administrative discipline, and improving the effectiveness and efficiency of direction and administration; Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government regulating the encouragement and protection of dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good; Telegram No. 968 dated October 16, 2023 of the Prime Minister requested ministries, branches and localities to continue to rectify and strengthen discipline and order in state administrative agencies at all levels, promote rectification and enhance responsibility in handling work,...

From the demands of reality, in order to contribute to raising the sense of responsibility, fighting, and thoroughly overcoming the state of negligence and neglect in performing the tasks of the contingent of cadres and party members, contributing to accelerating the process of realizing the aspiration of developing a prosperous and happy country, it is necessary to have the drastic participation of the entire political and social system, of all levels, sectors, provinces, cities, and localities. In particular, it is necessary to focus on further strengthening the work of education and propaganda to raise the sense of responsibility in performing the tasks of cadres and party members, identifying this as not only a necessary quality but also an indispensable requirement for each cadre and party member, thereby urging individuals to consciously strive, be self-aware, and determined to fulfill all assigned duties and tasks.

In addition, it is necessary to continue to supplement and perfect mechanisms and policies, specify regulations and requirements on the sense of responsibility in performing tasks of cadres and party members in each agency, unit, each working position and assigned responsibilities and tasks, using that as a basis for monitoring, inspecting, evaluating, using, appointing and dismissing cadres in the spirit that the higher the position of the cadre, the more criteria and requirements on the sense of responsibility in performing tasks must be, the stricter must be, and the role of setting an example must be regularly promoted. It is necessary to strengthen the monitoring and evaluation role of social organizations and people on the sense of responsibility in performing tasks of each cadre and party member. Continuously improve and specify regulations and policies on commendation and appropriate rewards for cadres with a high sense of responsibility in performing their duties, effectively protect cadres who dare to think, dare to speak, dare to do, dare to take responsibility, dare to face difficulties and challenges, dare to innovate, always be proactive, creative, enthusiastic, always for the common interests of the community and the country...

At the same time, it is necessary to strengthen inspection and supervision measures, increase disciplinary sanctions more drastically and severely against cases of officials who are indifferent, negligent, lack a sense of responsibility, deliberately avoid or shirk responsibility, do not ensure requirements and work efficiency, causing losses to the organization and unit and affecting the process of realizing the noble goals of the country. Resolutely eliminate and replace officials who lack spirit and sense of responsibility in performing their duties regardless of their position or rank, without forbidden areas or exceptions.
