Responsibility and efficiency for a sustainable green Vietnam

The 8th Forum “Managers - Journalists - Enterprises with Natural Resources and Environment” - 2024 organized by the Natural Resources and Environment Newspaper is receiving great attention from managers, journalists and enterprises nationwide. With the theme “Green Economy - Responsibility of producers”, managers and the media have placed great expectations on enterprises in the implementation of the Green Growth Strategy and Green Economy in the context of severe climate change. Green economy has become a way of survival for countries and part of the important mission falls on the shoulders of enterprises.

Attending the 8th forum "Managers - Journalists - Enterprises with Natural Resources and Environment" - 2024, Mr. Tran Quang Dung - Standing Deputy Secretary of the Party Committee of Vietnam National Oil and Gas Group (Petrovietnam) shared about the mission and responsibility of developing a green economy to realize the green growth goal and the National Strategy on green growth for the period 2021 - 2030.

Vietnam National Oil and Gas Group (Petrovietnam) is not only a state-owned enterprise, doing business for profit, but also an economic group with a particularly important role in economic development and national defense. Petrovietnam is honored to be assigned by the Party and the State the responsibility of managing, exploiting and effectively using precious resources of great value to serve the country's development. This is a great honor but at the same time a very heavy responsibility for the Group and its staff, employees and oil and gas workers.

Exploitation and effective use of oil and gas resources

According to Mr. Tran Quag Dung, since the first ton of crude oil was exploited in 1986, up to now, oil and gas activities have covered most of Vietnam's continental shelf and 200-nautical mile exclusive economic zone; not only ensuring national energy security, making an important contribution to the State budget, but also contributing significantly to affirming Vietnam's sovereignty, sovereign rights and jurisdiction in the East Sea.

With 5 large gas pipeline systems, Petrovietnam annually supplies nearly 9 - 11 billion m3 of gas for the production of 35% of the national electricity output, 70% of the nitrogenous fertilizer output and 70 - 80% of the gas for domestic consumption in the country. Petrovietnam is also the second largest enterprise in electricity supply with the total capacity of Petrovietnam's power plants reaching 6,605 MW, accounting for about 15% of the total national electricity output. Petrovietnam's two Ca Mau and Phu My nitrogenous fertilizer plants supply the market with over 15 million tons of urea/year, contributing to ending the shortage of fertilizers and dependence on imported fertilizers. Dung Quat Oil Refinery alone, since its official operation, has processed an average of about 6.5 million tons of crude oil/year, ensuring 30% of the domestic gasoline supply, as well as meeting the fuel requirements of the Ministry of National Defense. Including Nghi Son Refinery, Petrovietnam annually meets about 70% of domestic gasoline demand.

In recent years, the development of the value chain in the Petrovietnam ecosystem has actively contributed to member units working together to research solutions to maximize resources and innovate to develop new products, gradually responding to the energy transition trend that is taking place strongly globally.

Binh Son Refining and Petrochemical Joint Stock Company (BSR) has successfully researched, produced and sold 3 new products: BOPP, RFCC Naphtha, MixC4 and maximized RON index to increase Mogas 95 gasoline output; Petrochemical and Chemical Services Corporation (PVCHEM) has developed high-value, environmentally friendly chemical and petrochemical products such as producing PP Filler Masterbatch/ Compound from PP powder... Vietnam Petroleum Technical Services Corporation (PTSC) has concretized the policy of developing the renewable energy sector, cooperating with Sembcorp Utilities Ltd to invest in exporting electricity to Singapore from offshore renewable energy sources in Vietnam; actively expanding cooperation opportunities, building a supply chain in the field of offshore wind power in particular and offshore renewable energy in general in Taiwan, moving towards expanding to countries in the region. PetroVietnam Gas Corporation (PVGAS) researches the use of gas products as raw materials for petrochemical complexes, CO2 recovery and storage, and “green” hydrogen and ammonia production technology to contribute to ensuring national energy security; Vietnam Petroleum Institute focuses on researching CO2 solidification;…

The above results demonstrate Petrovietnam's continuous efforts and progress throughout its development history to maintain the exploitation and effective use of the country's oil and gas resources, contributing to ensuring energy security and making positive contributions to the country's socio-economic development.

Promoting corporate responsibility towards sustainable development

Sharing at the Forum, Mr. Tran Quang Dung said that in order to exploit and use resources effectively and responsibly, in its operations, Petrovietnam always strictly complies with Vietnam's environmental protection laws and international conventions that Vietnam has participated in, while constantly improving technology and updating new technologies to help reduce emissions into the environment and minimize unwanted risks. Petrovietnam and its member units always ensure the implementation of environmental protection measures in accordance with current regulations on safety, health and environment (ATSKMT).

In particular, measures and plans to prevent and minimize environmental impacts include: Applying strict waste management measures, including treatment and recycling of solid, liquid and gaseous waste. Petrovietnam's waste management system ensures that all types of waste are treated according to the correct procedures, from collection to treatment and recycling; Implementing technological innovation solutions, optimizing operations, using energy economically and efficiently, developing renewable energy sources, green energy sources, especially LNG such as: Aiming to deploy offshore wind power projects in many areas, the "LNG - Green Energy Journey" program to minimize greenhouse gas emissions, CO2; Assessing and minimizing the impact of oil and gas exploitation activities on the natural environment and special areas to preserve biodiversity. Petrovietnam's projects all conduct detailed environmental impact assessments and implement measures to protect rare species of flora and fauna.

In addition, Petrovietnam has developed detailed plans to respond to climate change, including measures to reduce greenhouse gas emissions and increase the use of renewable energy. Typically, the implementation of offshore wind power projects contributes to minimizing negative impacts on the environment.

In terms of society, Petrovietnam always focuses on human and community factors, first of all taking care of the lives and protecting the rights of employees. Petrovietnam has built a modern labor protection system, ensuring a safe working environment for employees during the working process; employees enjoy cultural values, material and spiritual life through salary and bonus regimes that are higher each year than the previous year.

In addition, Petrovietnam is also particularly aware of its responsibility to the community. The Group regularly has programs to invest in infrastructure development, support healthcare and education, and implement social security to improve the quality of life of people around its operating areas and disadvantaged localities across the country. Typical examples include the program to plant 3 million trees by 2025, the humanitarian blood donation program "Enthusiasm of Oil and Gas People"; taking the lead in launching and implementing campaigns and movements to build new rural areas, join hands for the poor, eliminate temporary and dilapidated houses nationwide with 3,373 gratitude houses and solidarity houses. In just 5 years (2019 to 2023), Petrovietnam has supported organizations and localities nationwide with a total budget of VND 2,845.7 billion.

Maintain the number one position in greening the economy

However, Petrovietnam is currently facing many challenges, including climate change, energy price fluctuations and increasing demands for environmental protection and sustainable development. According to Mr. Tran Quang Dung, one of the biggest challenges is how to maintain production while minimizing environmental impacts and continuously improving competitiveness and seizing new business opportunities. This requires strong investment in advanced technology and production processes, as well as close cooperation between departments inside and outside the Group.

Petrovietnam pioneers in green energy transition

Faced with the requirements of the new situation, Petrovietnam has been focusing on many solutions, including prioritizing the promotion of oil and gas exploration and exploitation along with many technical solutions under the permitted conditions to stop the decline in natural production as well as innovate in traditional areas, making efforts to find new mines to ensure the goal of increasing oil and gas reserves and production: Improving corporate governance and management capacity, managing fluctuations, managing risks, ensuring the completion of long-term plans associated with national goals and commitments on climate change and sustainable development.

On the other hand, focus on research, exploration and exploitation of new/clean, non-traditional energy sources such as gas hydrate (combustible ice), shale gas, coal gas, etc. Increase investment in deep processing of natural gas to increase product added value in the gas value chain.

Petrovietnam also has the ambition to maintain its number one position in the electricity sector, actively participate in investing in developing renewable energy projects (especially offshore wind power projects), maintaining its position as one of the major electricity suppliers in the entire system. Research and deploy solutions to green coal power plants.

In particular, extending the deep oil and gas processing chain, diversifying and improving product quality; investing in professional and suitable infrastructure to adapt to the energy transition; promoting experience in construction, installation and maintenance of offshore works will greatly contribute to offshore wind power projects. Researching and developing production, application and participating in the value chain, supply chain for renewable energy, “green” hydrogen, “blue” hydrogen, “green” ammonia and new value-added products. Developing high-quality technical services with strengths, and expanding to services aimed at/providing for the renewable energy industry.

At the same time, strengthen training and equip knowledge on technology, project management, risk management, compliance with safety and environmental standards, grasp energy transition trends, have expertise, have the ability to lead, orient, and implement energy transition projects; respond to changes in the labor market in the fields of renewable energy, clean fuels and energy efficiency.

“As the locomotive of the economy, Petrovietnam pledges to continue its efforts in exploiting and using oil and gas resources effectively, responsibly, constantly innovating and creating to achieve sustainable development goals. With the spirit of “One team, one goal”, the experience in managing fluctuations to overcome difficulties in recent years will be the basis for Petrovietnam to adapt to the energy transition trend, gradually build and develop into a National Energy Industry Group, actively contributing to the prosperous development of the country” – Mr. Tran Quang Dung affirmed.
