The Phan Dinh Phung stadium project in District 3, invested in the form of BT (build-transfer), was revoked by Ho Chi Minh City to switch to public investment, after 10 years of delay.
The information was stated in the conclusion announcement of Chairman of Ho Chi Minh City People's Committee Phan Van Mai on the project to build Phan Dinh Phung Sports Center at 8 Vo Van Tan Street, District 3. The investor of this project is Phat Dat Real Estate Development Joint Stock Company.
The Phan Dinh Phung Stadium project was approved by the management agency for investment in the form of BT (build-transfer) in 2008 and implemented in March 2010. This is one of the few projects that the Prime Minister agreed to continue implementing under the BT contract after this method was stopped in 2019.

Initially, the project had an investment of 988 billion VND, with a design of 7 floors above ground and 3 basements, built on a land area of over 14,400 m2, of which the construction area was over 7,100 m2. According to the contract, the city paid the investor for the land at 257 Tran Hung Dao in the center of District 1.
However, in 2013, the project cost increased to more than 1,352 billion VND. The Ho Chi Minh City People's Committee requested to add a land plot at 3-3 bis Phan Van Dat in District 1 to pay the investor. By 2016, the feasible investment capital of the project reached more than 1,953 billion VND, double the original amount. The city continued to request to add a 3-hectare land plot at Phu Tho racetrack to pay the contract.
Currently, the proposed land plots for BT contract payment for the Phan Dinh Phung stadium project include lots at 257 Tran Hung Dao, Phan Van Dat, 181 Dien Bien Phu (Binh Thanh District) and 72/2B Vo Van Ngan (Thu Duc City).
Except for the land on Tran Hung Dao Street that has been approved by the Prime Minister to pay for the project, the remaining areas need the opinion of Steering Committee 167 on rearranging public houses and land.
Late last year, the Ho Chi Minh City People's Committee established an interdisciplinary working group headed by the Department of Planning and Investment, along with related departments such as Culture - Sports, Justice, Construction, Natural Resources and Environment, and Finance to resolve problems related to this project.
According to the direction of Chairman of Ho Chi Minh City People's Committee Phan Van Mai, along with stopping the project under the BT method, relevant departments and branches will consider the legal basis, review the work that the investor has done, determine the cost to negotiate and handle it thoroughly according to the principles of reasonableness and harmony.
The city plans to submit the new investment policy for the project under the public investment method to the Ho Chi Minh City People's Council at the July meeting, with capital allocated for the 2021-2025 period. The city strives to start construction before April 30, 2025.
