The Guardian newspaper on February 15 quoted Ukrainian President Volodymyr Zelensky as declaring that Ukraine does not accept agreements regarding the end of hostilities with Russia without Kyiv's participation.
"We will never accept agreements reached behind our backs, without our participation," he told leaders at the Munich Security Conference in Germany.
In addition, President Zelensky said he would not exclude the country's desire to join NATO from the negotiating table. "We need coordinated diplomacy... ending this war must be our first common success," he said, adding that a ceasefire would require real security guarantees for Ukraine.

Mr Zelensky called on European leaders to act for themselves. "If Russia launches an attack or a false flag operation, will your army be ready?", he asked, adding that it was time to create a European army.
"We cannot rule out the possibility that the United States may refuse to cooperate with Europe on issues that threaten the United States. Many leaders have talked about Europe needing its own army. I believe that the time has come," President Zelensky said.
According to him, the Ukrainian army alone is not enough to deal with Russia and needs the support of allies. He believes that weapons should be produced entirely in Europe. "Europe must decide its own future," the leader emphasized.
Commenting on Russia's upcoming move, the Ukrainian President said that Russia plans to mobilize about 15 divisions, a total of about 100,000-150,000 soldiers, mainly to Belarus.
Russia did not immediately comment on the statement.
