The rules are supposed to prevent technology smuggling and protect national security, but also make it difficult for allied countries to access AI technology.
Meanwhile, former US Deputy Secretary of Commerce Alan Estevez defended the Biden administration’s export control rules, stressing that they are aimed at preventing China from developing large-scale language models that could threaten the national security of the US and its allies.
