The homeowner said the company offered to pay more than 57 million VND in water bills for March, but he did not agree because his family did not actually use that amount of water.
On March 20, Mr. Nguyen Quoc Huy (41 years old, residing in District 3, Ho Chi Minh City) said that he had worked with Gia Dinh Water Supply Joint Stock Company about the sudden increase in his family's water bill in February (more than 57 million VND, equivalent to 3,000m3). According to the data provided, Mr. Huy's family uses an average of about 20m3 of water per month.
According to Mr. Huy, at the meeting, the company proposed that the water bill of more than 57 million VND would be combined into the March period. His family can follow these steps to have the water meter independently inspected.
However, Mr. Huy said it is not clear where the 3,000m3 of water went and he does not agree to pay. "I do not accept to pay that amount because in reality my family does not use 3,000m3 of water. The water does not flow through my house, so why should I pay?", Mr. Huy said.
According to the homeowner, in the coming days, his family will report the incident to the Consumer Protection Association. At the same time, he asked the company to check the total amount of water input and total amount of water output in the residential area to see if they match, and determine whether 3,000m3 is missing or not.
Responding to this issue, a representative of the water supply company said that a residential area has thousands of meters, with a water loss rate and many details in it. Mr. Huy's meter alone consumes an average of about 20m3, so it cannot show the loss in that residential area. "Using Mr. Huy's water flow to calculate water loss is also difficult to have a basis," the company said.
The company representative said that they would consult with the director about which month the cost of 3,000m3 of water for Mr. Huy's house would be included. If Mr. Huy wanted the company to inspect, he would have to pay in advance, then the company would remove the meter for inspection.
In case of over-inspection error, the company will share the unit price and support the customer. If the customer requests through an independent inspection unit, the entire amount of water will not be supported with the unit price.
Previously, Mr. Nguyen Quoc Huy was shocked when he received a February water bill of more than 57 million VND.
According to Mr. Huy, in January (before Tet), the staff came to measure the water meter but the family was away. The company took the default amount of water used in the previous months to issue the bill and recalculated later.
In February, when he received the water usage fee, Mr. Huy was very surprised. On average, his family uses about 20m3 of water per month, costing more than 200,000 VND. He suspected that there was a problem with the water meter, which caused this incident.
The homeowner calculated that if 3,000m3 of water were lost in 2 months, his family would have to use about 50m3 per day, or 2m3 of water per hour. However, when using a device to measure the amount of water from the pipe through the pump supplying the family, he measured the maximum water pressure at only 1.5m3 per hour.
Thus, the input water supply is only 1.5m3 of water/hour, it is impossible for his family to lose 2m3 of water/hour. With the use of 2m3 of water/hour, his family must use continuously for 60 days to have enough 3,000m3 of water.
