The Law on Prevention and Combat of Terrorism stipulates that terrorism is one, several or all of the following acts by organizations or individuals aimed at opposing the people's government, coercing the people's government, foreign organizations, international organizations, causing difficulties for the international relations of the Socialist Republic of Vietnam or causing panic among the public:

- Violating the life, health, physical freedom or threatening to violate the life or intimidate the spirit of others;

- Occupying, damaging, destroying or threatening to destroy property; attacking, infringing, obstructing or disrupting the operation of computer networks, telecommunications networks, the Internet or digital devices of agencies, organizations or individuals;

- Guiding the manufacture, production, use or manufacture, production, storage, transportation, purchase and sale of weapons, explosives, radioactive substances, toxic substances, flammable substances and other tools and means to serve the purpose of carrying out the acts specified in Point a and Point b, Clause 1, Article 3 of the Law on Prevention and Counter-Terrorism;

- Propagating, enticing, inciting, coercing, hiring or facilitating, assisting in the performance of acts specified in points a, b and c, Clause 1, Article 3 of the Law on Prevention and Combat of Terrorism;

- Establishing, participating in organizing, recruiting, training, and coaching subjects to carry out the acts specified in points a, b, c and d, Clause 1, Article 3 of the Law on Prevention and Combat of Terrorism;

- Other acts considered terrorism according to the provisions of international treaties on prevention and combat of terrorism to which the Socialist Republic of Vietnam is a member.

The Penal Code stipulates: Anyone who commits acts related to terrorism will be prosecuted for the following crimes:

- Crime of terrorism against the people's government (Article 113 of the Penal Code) with the highest penalty being death penalty.

- Crime of terrorism (Article 299 of the Penal Code) with the highest penalty being death penalty.

- Crime of financing terrorism (Article 300 of the Penal Code):

+ The maximum penalty for those who sponsor terrorism is 10 years in prison.

+ Commercial legal entities committing crimes shall be fined up to 15,000,000,000 VND or have their operations permanently suspended.

In addition, anyone who prepares to commit one of the three crimes above shall be sentenced to imprisonment from 1 year to 5 years.
