Full text of closing speech of the 8th Session, 15th National Assembly by National Assembly Chairman Tran Thanh Man

On the afternoon of November 30, at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the 8th Session of the 15th National Assembly held its closing session. The session was broadcast live on radio and television for voters and the public to follow. Dear Comrade To Lam, General Secretary of the Central Committee of the Party;

Dear leaders and former leaders of the Party, State and Vietnam Fatherland Front,

Dear Congress, distinguished guests,

Dear compatriots, officers and soldiers of the armed forces, voters and people nationwide,

After 29.5 days of serious, scientific, democratic and highly responsible work, with the spirit of innovation, timely removal of difficulties and obstacles, overcoming bottlenecks, clearing resources, focusing on serving socio-economic development, ensuring national defense and security and improving people's lives, the 8th Session of the 15th National Assembly has completed all the contents of the proposed program. On behalf of the National Assembly Standing Committee, I would like to sincerely thank the leaders, former leaders of the Party, State, Vietnam Fatherland Front, and distinguished guests for attending today's closing session.

Dear Congress,

At the 8th session, the National Assembly reviewed and decided on a huge amount of work, including many difficult and complicated issues related to many sectors, fields and practices that are urgently needed.

The first, This is a session with a lot of content about legislative work a lot. On the basis of careful and thorough consideration, with the spirit of innovation in law-making; innovation in coordination between the National Assembly Standing Committee and the Government; innovation in coordination between the drafting agency and the reviewing agency in the process of drafting laws and resolutions; the National Assembly voted to pass 18 laws with a high approval rate, including Laws and Resolutions that are of great interest to businesses, voters and people such as: Law on Trade Unions (amended); Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on Fire Prevention, Fire Fighting and Rescue; Law on Urban and Rural Planning; Law on Value Added Tax (amended); Law on amending 4 Laws in the field of investment; Law on amending 9 Laws in the field of finance, budget, etc.

The National Assembly also considered and passed 21 resolutions, including 4 legal resolutions: Resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases; Resolution on the organization of urban government in Hai Phong city; Resolution on specific mechanisms and policies to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang city and Khanh Hoa province; Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights. At the same time, the National Assembly also gave its first opinions on 10 other draft laws.

Monday, The National Assembly discussed the Government's reports on the results of the implementation of the socio-economic development plan and the state budget for 2024 and reviewed and decided on the socio-economic development plan, the state budget estimate, the central budget allocation plan for 2025 and many reports and projects on urgent issues, serving the national economy and people's livelihood, maximizing resources and development opportunities such as: Resolution on the establishment of Hue city under the Central Government; decision on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period; National Target Program on Drug Prevention and Control until 2030; high-speed railway project on the North-South axis; policy to restart investment in the Ninh Thuan Nuclear Power Project, etc.

Third , the National Assembly reviewed the report and passed the Resolution on thematic supervision of “the implementation of policies and laws on real estate market management and social housing development from 2015 to 2023”; discussed the report synthesizing opinions and recommendations of voters and people; the results of supervision of the settlement of voters’ recommendations and a number of other important reports. The National Assembly conducted questions and answers in 3 areas: Banking, Health, Information and Communications. The National Assembly gave opinions to issue a Resolution on questions and answers.

Wednesday, Personnel work has been carried out strictly in accordance with Party regulations and State laws; the National Assembly has conducted elect the President of the Socialist Republic of Vietnam; elect members of the Standing Committee of the National Assembly, Secretary General of the National Assembly; approve the appointment of the Minister of Finance, Minister of Transport; Judges of the Supreme People's Court; and at the same time carry out other personnel work within their authority and have achieved high consensus and unanimity among the National Assembly deputies.

Dear Congress,

The National Assembly acknowledged and highly appreciated the determination, tireless efforts and effective innovations in the direction and administration of the Government; the drastic participation of localities; therefore, in the context of the country facing many difficulties and challenges, with unexpected events that are difficult to predict, such as natural disasters, storms and floods, the socio-economic development tasks for 2024 have been basically completed.

In addition, the National Assembly also analyzed and frankly pointed out the difficulties, challenges, and shortcomings of the economy and proposed many specific solutions. It is requested that the Government study and absorb the opinions of National Assembly deputies to promptly and effectively implement the commitments made to the National Assembly, voters, and people nationwide. Continue to closely follow the practical situation, improve the capacity to analyze, forecast, and respond to policies promptly, have effective solutions, and strive to achieve the highest level of the 2025 Socio-Economic Development Plan and the goals and targets set by the Resolution of the 13th National Congress of the Party.

To continue to strongly innovate legislative work, closely link law-making work with law enforcement, considering this an important factor in preventing and combating corruption, waste and negativity; the National Assembly requests the Government, agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies to focus on directing, thoroughly grasping and promptly issuing detailed regulations and effectively implementing the laws and resolutions recently passed by the National Assembly; at the same time, regularly review and evaluate the effectiveness and quality of policies after promulgation to promptly adjust, supplement and amend; proactively, actively and urgently build a legal corridor for new issues and new trends, creating breakthroughs in national development.

The 8th session of the 15th National Assembly was a great success. The National Assembly and the National Assembly Standing Committee respectfully thank the Party Central Committee, the Politburo, the Secretariat, and directly General Secretary To Lam for their close, timely, and effective leadership and direction in the preparation and conduct of the session. The National Assembly acknowledges and highly appreciates the close, timely, and effective coordination between the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, and relevant agencies in preparing the contents of the session.

We would like to sincerely thank the National Assembly deputies for supporting the policy of innovation in law-making, being willing to work on Saturdays and outside of office hours; discussing enthusiastically, democratically, frankly, deeply, and to the point, with all the feelings, enthusiasm, and true responsibility to the country and the people. The National Assembly would like to sincerely thank the news agencies and the press for reporting quickly, accurately, promptly, fully, and objectively on the developments of the Session; and thank the ministries, departments, and branches at the Central level, Hanoi City, and localities for proactively and effectively coordinating with the National Assembly Office, providing thoughtful service, and ensuring absolute safety for the Session.

Entering 2025, a year of great significance in successfully implementing the tasks of the 2021-2026 term; in the spirit of the Resolution of the 10th Central Party Conference, 13th tenure, including the urgent requirement of the work of arranging and streamlining the apparatus of the political system, meeting the requirements and tasks of the country in the new period; the important speech of General Secretary To Lam at the opening session of the Session as well as the recent directions of the General Secretary on the work of preventing corruption, waste and negativity; The National Assembly, the National Assembly Standing Committee, the Council of Nationalities, the National Assembly Committees, the National Assembly Office, and the agencies under the 15th National Assembly Standing Committee will continue to strongly innovate, urgently arrange and perfect the apparatus. “lean, compact, strong”, improving the effectiveness and efficiency of operations, associated with restructuring the contingent of cadres with sufficient qualities and capacities to meet the tasks; accompanying the Government, agencies and organizations in the political system, striving to achieve the highest socio-economic development goals in 2025, contributing to the successful implementation of the Resolution of the 13th Party Congress, best preparing for Party Congresses at all levels, towards the 14th National Congress of the Party, creating the best premise for the cause of innovation and strong development of the nation in the new era.

I wish the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, distinguished guests, National Assembly deputies, compatriots, cadres, soldiers, voters, and people nationwide, and our compatriots abroad good health, happiness, and success.
