Businesses interested in factory relocation policy

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Minh said that in 2024, the provincial economy will continue to grow impressively with GRDP reaching 7.48% (higher than the 5.00% increase in 2023). GRDP per capita will reach 181.2 million VND, leading the country. Total import and export turnover will reach over 60 billion USD, with a trade surplus of over 10 billion USD. The industrial production index (IIP) will increase by 7.6% compared to 2023. The industrial structure is shifting strongly, with a gradual reduction in labor-intensive industries, shifting to high-tech and creative industries.

With these positive results, Binh Duong currently ranks third in the country in attracting foreign investment capital, after Ho Chi Minh City and Hanoi. As of January 2025, Binh Duong has attracted more than 42.5 billion USD in foreign investment capital, with 4,429 projects from 65 countries and territories. Along with that, the province also focuses on attracting domestic investment, with a total registered capital of 818,674 billion VND from 74,704 enterprises.

In addition, the province focuses on building a modern transportation system, synchronously connecting regions, in accordance with the Southeast Regional Planning to create new momentum for the development of Binh Duong in particular and the Southeast region in general.

In 2025, Binh Duong aims to achieve double-digit growth, with important contributions from the business community. The province is committed to continuing to accompany investors and businesses, promoting advantages, taking advantage of opportunities for strong and sustainable development, making the province an attractive destination in the region.

At the conference, leaders of Binh Duong province, representatives of departments, sectors and enterprises discussed difficulties and obstacles in production and business activities such as factory relocation, import and export taxes, customs procedures, etc.; at the same time, listened to suggestions and recommendations from enterprises to promote the development of production and business activities in the province.

Ms. Truong Thi Thuy Lien - Vice President of Binh Duong Province Leather and Footwear Association discussed the difficulties and problems of enterprises in the Association at the conference.

Ms. Truong Thi Thuy Lien - Vice President of the Binh Duong Leather and Footwear Association said that enterprises in the Association are very interested in policies to relocate enterprises outside industrial parks and clusters into industrial parks and clusters. Currently, enterprises have just experienced difficulties during the Covid-19 pandemic, and have just temporarily stabilized production and business, so they are very worried about having to relocate because the relocation costs are very expensive, and the relocation affects the lives of workers. Therefore, it is recommended that the province consider and have appropriate policies to support enterprises when implementing the relocation and soon have information about enterprises that must relocate according to the province's policy.

Conveying the recommendations of wood processing enterprises, Mr. Nguyen Liem - Chairman of the Binh Duong Wood Processing Association said that enterprises strongly support the province's policy of relocation. However, there needs to be specific and satisfactory support policies for enterprises to relocate. According to him, a pilot relocation of a few enterprises should be carried out first to gain experience and then expand.

Encourage businesses to relocate

In response to concerns and worries of enterprises when implementing the policy of relocating factories to industrial parks and clusters in the province, Mr. Ha Van Ut - Director of the Department of Industry and Trade said that the conversion of functions and relocation of enterprises located outside industrial parks and clusters in the southern part of the province to industrial parks and clusters aims to contribute to promoting the industrialization and modernization of Binh Duong province. By 2030, Binh Duong will become a centrally-run city, one of the dynamic and comprehensive development centers of the Southeast Asian region; leading in science - technology and innovation, a modern industrial service center; the socio-economic infrastructure system and urban system will develop synchronously, modernly, intelligently and sustainably according to the green growth model; improving the quality of people's lives, building a prosperous, civilized and modern society. This is a major policy, so the province will receive opinions from businesses for specific consideration and have solutions to support businesses.

Mr. Ha Van Ut - Director of the Department of Industry and Trade answered businesses' opinions related to business relocation policy.

Concluding the conference, Chairman of the Provincial People's Committee Vo Van Minh emphasized that in order to achieve the double-digit growth target, Binh Duong really needs the cooperation and contribution of businesses. Departments and branches will synthesize the recommendations of businesses and advise the Provincial People's Committee on solutions to remove obstacles, creating favorable conditions for businesses to develop in the coming time. Providing more information on the orientation of relocating businesses, Chairman of the Provincial People's Committee Vo Van Minh emphasized that this is a key political task that must be persistently implemented, ensuring consensus, harmoniously serving the interests of workers, businesses and the State. It is necessary to conduct surveys, assess the current situation and organize consultations with experts, business owners and workers to assess the feasibility of converting functions and relocating businesses. There must be a clear implementation plan and roadmap, and organize a pilot project to evaluate and gain experience before expanding. In preparation for relocation, the province has prepared conditions for land funds, built modern industrial parks and clusters in accordance with the province's planning, built housing for workers, the current land funds of enterprises after relocation will be used for trade and service development... In particular, the province encourages but does not force enterprises to relocate, the relocation criteria are also specifically determined, not all enterprises outside industrial parks and clusters must relocate, only enterprises that do not meet the criteria set by the province must relocate. The province is also investing in building a synchronous and modern transportation system, connecting to industrial parks and clusters to create the best conditions for enterprises to relocate. At the same time, there will be appropriate policies to encourage enterprises to relocate.
