On February 6, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man and Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh co-chaired a conference between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee to give opinions on the 9th extraordinary session of the 15th National Assembly.

The 9th extraordinary session of the 15th National Assembly is scheduled to open on February 12 and close on February 18.

At the session, the National Assembly will consider and pass four laws and five resolutions to serve the work of arranging and perfecting institutions and operating mechanisms of agencies, units and organizations of the political system; and consider and decide on four other contents under its authority.

Prime Minister Pham Minh Chinh said that the National Assembly's holding of the 9th extraordinary session shows the spirit that when practical problems arise, the National Assembly meets immediately to resolve them.

"The goal this time is to streamline the apparatus according to Resolution 18, this is a revolution in the apparatus. The apparatus is more streamlined, the people are of better quality," the Prime Minister emphasized.

Sharing more, the head of the Government said that the most difficult issue now is growth - the most basic indicator in assessing the development of a country, reflecting the scale of the economy, average income per capita, labor productivity...

"Only with growth can there be potential, and only with potential can there be voice and strength," the Prime Minister stated, adding that to achieve the GDP growth target of 8% or more by 2025, it is necessary to devote efforts to one of the three strategic breakthroughs, which is institutional breakthrough.

Therefore, the agencies of the National Assembly and the Government need to continue to coordinate effectively, build laws with the principle of maximum decentralization and delegation of power; manage according to what is known, whichever level understands better, knows better, and manages more effectively, that level will decide.

Along with that, the Prime Minister noted the need for decentralization and delegation of power, which means allocating resources, improving enforcement capacity and strengthening supervision and inspection, reducing administrative procedures, and fighting negativity, corruption, and waste...

The issuance of legal documents, according to the Government leader, should be simpler, increase decentralization, and individualize individual responsibility.

Noting that there is not much time left until the opening of the 9th extraordinary session, while the workload is very large, National Assembly Chairman Tran Thanh Man suggested that agencies work urgently with the spirit of "running while lining up", possibly increasing overtime, including Saturdays and Sundays, to complete the contents submitted to the National Assembly.

"This time, we must amend the laws to strongly decentralize to the Government and Prime Minister and to local authorities in the spirit of local decisions, local actions, and local responsibility," the National Assembly Chairman emphasized.

Regarding the draft Resolution of the National Assembly regulating the handling of a number of issues related to the organizational arrangement, Mr. Man suggested a thorough review, paying attention to the way of expression to ensure it is reasonable and consistent with the movement of reality.

"The National Assembly fully supports the removal of difficulties for the country's development. The 9th extraordinary session focuses on solving very urgent, very difficult, very serious problems, but we must do them for the country's development," the National Assembly Chairman said.

Once again, the National Assembly Chairman requested that relevant parties continue to focus highly, make maximum efforts, coordinate closely, and promptly complete the preparation of all content to be submitted to the National Assembly as well as ensure absolute safety, contributing to the success of the session.
