On February 20, the Standing Committee of Binh Thuan Provincial Party Committee held a ceremony to announce and hand over decisions on rotation, transfer, and assignment of cadres.

At the ceremony, the Standing Committee of Binh Thuan Provincial Party Committee decided to allow Mr. Nguyen Tuan Anh - Provincial Party Committee member, Secretary of Tanh Linh District Party Committee to cease participating in the Party Executive Committee, the Standing Committee of the District Party Committee and cease holding the position of Secretary of Tanh Linh District Party Committee for the 2020 - 2025 term; transfer to work at the Provincial Party Committee's Organization Board, appoint him to the position of Deputy Head of the Provincial Party Committee's Organization Board, with a term of appointment of 5 years, starting from February 20.

Also on the morning of February 20, the 11th term People's Council of Binh Thuan province held its 31st session (special session), passing a Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee.

Accordingly, the People's Council of Binh Thuan province decided to establish 6 specialized agencies under the Provincial People's Committee, including the Department of Ethnic Minorities and Religions on the basis of reorganizing the Ethnic Minorities Committee and receiving the functions, tasks and organization of the state management advisory apparatus on beliefs and religions from the Department of Home Affairs.

Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; transfer the state management function of press and publishing to the Department of Culture, Sports and Tourism; transfer the state management function and task of network information safety and security to the Provincial Police.

Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs; transfer the state management function of vocational education to the Department of Education and Training; transfer the state management function of social protection, children, prevention and control of social evils (except for drug addiction treatment and post-drug addiction treatment management) to the Department of Health; transfer the state management task of drug addiction treatment and post-drug addiction treatment management to the Provincial Police; transfer the state management function of beliefs and religions to the Department of Ethnic Minorities and Religions.

Establish the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; take over the state management function of poverty reduction from the Department of Labor, War Invalids and Social Affairs.

Establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance. Establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; transfer the task of testing and granting road motor vehicle driving licenses to the Provincial Police.

In addition, the People's Council of Binh Thuan province also reorganized 5 specialized agencies under the Provincial People's Committee, including the Department of Industry and Trade receiving the status quo of the Binh Thuan Provincial Market Management Department (General Department of Market Management) under the Ministry of Industry and Trade. The Department of Education and Training received the state management function of vocational education and the Love School from the Department of Labor, War Invalids and Social Affairs.

The Department of Justice transfers the function and task of state management of criminal records and the provision of public services on the issuance of criminal records to the Provincial Police. The Department of Culture, Sports and Tourism takes over the function of state management of press and publishing from the Department of Information and Communications.

The Department of Health takes over the state management function of social protection, children, prevention and control of social evils (except for drug addiction treatment and post-drug addiction treatment management); manages and uses the child protection fund from the Department of Labor, War Invalids and Social Affairs.

After establishment and reorganization, Binh Thuan Provincial People's Committee has 13 specialized agencies, including Department of Industry and Trade, Department of Ethnic Minorities and Religions, Department of Education and Training, Department of Science and Technology, Department of Home Affairs, Department of Agriculture and Environment, Department of Finance, Department of Justice, Department of Culture, Sports and Tourism, Department of Construction, Department of Health, Provincial People's Committee Office, Provincial Inspectorate.

Also at the 31st session (special session), the 11th Provincial People's Council decided to pass a Resolution on adjusting the 2025 civil servant payroll of Binh Thuan province, effective from March 1. Accordingly, the total civil servant payroll of Binh Thuan province in 2025 is 2,000 people, including 1,173 at the provincial level and 827 at the district level, with 9 reserved payrolls.
