The 44th and 45th ASEAN Summits and related summits, from October 8-11, in Vientiane, Laos, with the theme "Promoting Connectivity and Resilience", ended successfully, concluding Laos's ASEAN Chairmanship year 2024 with distinct marks.

The Vietnamese delegation led by Prime Minister Pham Minh Chinh attended the Conference and effectively contributed to all activities, conveying important messages about ASEAN and ASEAN's future; affirming the image of Vietnam as proactive, positive, responsible, sincere and friendly; promoting relations between ASEAN and its partners, contributing to the common goal of peace, security, stability and sustainable development in the region and the world.

Connect to grow with new thinking, vision, motivation, attitude and level

The 44th and 45th ASEAN Summits and related summits are the most important series of high-level activities of ASEAN in the year, with the participation of 30 leaders of ASEAN countries, Timor Leste, ASEAN partners, and many invited guests representing international and regional organizations, with a total of about 2,000 delegates.

With more than 20 activities, the leaders focused on discussing the process of building the ASEAN Community; reviewing and orienting relations between ASEAN and its partners. The conferences adopted and recorded about 90 documents on many priorities and areas of cooperation both within ASEAN and between ASEAN and its partners. Thereby, the spirit of connectivity and self-reliance not only left a strong impression at these conferences but will also be spread and promoted more strongly in the future.

Through about 60 multilateral and bilateral activities on this occasion, the Vietnamese delegation led by Prime Minister Pham Minh Chinh attended the conferences and conveyed many important messages about ASEAN and the future of ASEAN; affirmed Vietnam's role and position in ASEAN; at the same time coordinated, supported, and contributed to Laos' successful assumption of the ASEAN Chairmanship in 2024, thereby also strengthening the special solidarity and comprehensive cooperation between the two countries.

At the conferences, Prime Minister Pham Minh Chinh delivered important speeches, sharing Vietnam's views on current issues facing ASEAN and the region, and discussing with other countries ways and solutions to further improve the quality of regional cooperation and connectivity, consolidate the process of building the ASEAN Community, promote relations between ASEAN and its partners, and proactively discuss regional and international issues of mutual concern.

Prime Minister Pham Minh Chinh said that in the context of an increasingly volatile world, ASEAN continues to be a bright spot in the global economy, a bridge of dialogue and cooperation, and the center of integration and connectivity processes in the region. Frameworks on digital economy, blue economy, circular economy, etc. are gradually shaping new cooperation content in the region.

Welcoming the ASEAN 2024 theme of "Promoting Connectivity and Resilience," the Prime Minister suggested that more than ever, ASEAN needs to take self-reliance as the foundation to reach new heights, take connectivity as the focus to make breakthroughs, and take innovation as the driving force to pioneer and lead.

Considering that ASEAN is preparing for a new development phase with new thinking, new vision, new motivation and new attitude, and with the desire to contribute more to regional cooperation, the Prime Minister shared important orientations for ASEAN in the coming time; emphasizing self-reliance and strategic autonomy as the foundation for ASEAN to stand firm in the face of all fluctuations; promoting internal connectivity combined with external connectivity, public-private connectivity, multi-sectoral connectivity; innovation is the main driving force and driving force for ASEAN to catch up, progress together and surpass the region and the world.

Proposing 3 orientations for implementing ASEAN relations with partners

Attending ASEAN Summits with partners: China, Japan, South Korea, India, Australia, the United States, Canada, the European Union, etc., the Prime Minister proposed three orientations for implementing ASEAN relations with partners commensurate with the new level: Contributing more responsibly to peace, security, stability and prosperity in the region; promoting more strongly economic cooperation, focusing on connecting economies, cultural cooperation, tourism and education and training; taking more drastic actions to promote inclusive, comprehensive growth and sustainable development, especially for new growth drivers.

Along with that, the Prime Minister shared and promoted ASEAN's principled stance on the East Sea issue, emphasizing the settlement of disputes by peaceful means, the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and the early completion of a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.

Prime Minister Pham Minh Chinh and leaders of ASEAN countries also attended dialogue sessions with representatives of the ASEAN Inter-Parliamentary Assembly, the ASEAN Business Advisory Council and ASEAN Youth.

The Prime Minister suggested that member parliaments unite and support each other in building institutions, contributing to ensuring self-reliance, connectivity, comprehensiveness and inclusiveness of development; promoting the supreme supervisory role, creating more favorable conditions for governments to participate and effectively contribute to the development and self-reliance goals of each country.

For the ASEAN business community, the Prime Minister suggested deeper participation in solving major regional issues such as climate change, environment, population aging, resource depletion, promoting cooperation in developing digital economy, green economy; mobilizing resources, transferring technology, connecting smart governance, supporting human resource training and participating in ensuring social security, sustainable and inclusive development...

Speaking at the ASEAN Business and Investment Summit, the Prime Minister thanked and appreciated the contributions of ASEAN businesses and entrepreneurs; suggested that ASEAN businesses and entrepreneurs implement the "5 Pioneers" to contribute with ASEAN countries to continue promoting solidarity, unity, self-reliance, self-reliance and being the focus of growth, supporting the Governments to achieve the set goals.

During the special breakfast exchange between the Prime Ministers of Vietnam, Laos and Cambodia and the ASEAN Business Advisory Council, the Prime Minister hoped that the business community of ASEAN countries would continue to cooperate, support and contribute to helping the three countries raise their economic ties to the same level as their geographical, historical and political-diplomatic ties; and said that the Vietnamese Government, together with the Lao and Cambodian Governments, would create the most favorable conditions for businesses to cooperate, invest and do business effectively.

Expanding cooperation in new, potential areas

During the 4 days in Vientiane, along with a busy agenda, Prime Minister Pham Minh Chinh had bilateral meetings with leaders of ASEAN countries and ASEAN partner countries including the Sultan of Brunei, President of the Republic of Korea, President of the Philippines, Prime Minister of Japan, Prime Minister of Malaysia, Prime Minister of Singapore, Prime Minister of Thailand, Prime Minister of India, Prime Minister of Australia, Prime Minister of New Zealand, Prime Minister of Canada, Secretary General of the United Nations, President of the European Council, etc.

During the meetings, Prime Minister Pham Minh Chinh discussed bilateral cooperation, agreed on a number of mechanisms, orientations, and priorities to promote relations in the coming time, especially removing barriers and facilitating goods entering each other's markets; expanding cooperation in new, potential areas such as science and technology, innovation, research and development, digital transformation, green transformation, circular economy, semiconductors, artificial intelligence; supporting Vietnam in developing large-scale strategic infrastructure, especially port, airport, high-speed railway projects, etc.

In particular, maintaining the working breakfast mechanism between Prime Minister Pham Minh Chinh and the Lao and Cambodian Prime Ministers, the three Prime Ministers emphasized that the tradition of solidarity, attachment and mutual assistance between Vietnam, Cambodia and Laos is a valuable asset, the foundation for developing cooperative relations, mutual trust and a key factor in promoting solidarity and attachment among the three countries.

Assessing that many trilateral cooperation mechanisms have been formed and effectively promoted, the three Leaders agreed to find solutions to develop cooperation mechanisms in a more effective and substantive direction, for the benefit of the people of the three countries, for the common ASEAN Community and to continue contributing to peace, stability, cooperation and development in the region.

The Prime Minister also arranged time to work with leaders of major financial institutions and banks in the world such as the Asian Infrastructure Development Bank, the World Bank, etc.; and requested banks to continue to support and provide preferential loans for Vietnam to implement key infrastructure projects on high-speed railways, urban railways, seaports, large airports, etc.

Vietnam-Laos relations are very special and constantly being nurtured.

Considering that the Vietnam-Laos relationship is a very special one, both comradely and brotherly, during the working trip, the Prime Minister had meetings with the highest leaders of Laos, namely the General Secretary, President; Prime Minister; and Chairman of the Lao National Assembly to discuss strengthening the relationship between the two countries.

Despite frequent contacts, when they met again, the Prime Minister and senior Lao leaders still shook hands, greeted each other respectfully and thoughtfully like close brothers and special guests who had not seen each other for a long time.

The Lao Prime Minister and leaders affirmed that the two sides especially value and give the highest priority to the great relationship, special solidarity and comprehensive cooperation between Vietnam and Laos, always striving to foster and bring the Vietnam-Laos relationship to continue to develop sustainably and increasingly deeply, especially in the context of many new, extremely rapid and unpredictable developments in the world and the region.

The two sides agreed to closely coordinate to effectively implement high-level agreements between the two countries, including the results of the recent meeting between the two Politburoes of Vietnam and Laos; continue to increase delegation exchanges at all levels and through channels to continuously consolidate the special and strong political relationship of trust; enhance security and defense cooperation; ensure social order and safety; enhance comprehensive connectivity between the two economies, especially infrastructure, transportation, investment, tourism, etc.

Working with Vietnamese representative agencies in Laos, Prime Minister Pham Minh Chinh requested that Vietnamese representative agencies thoroughly grasp the spirit of sincerity, trust, openness, and promote the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

The Prime Minister assigned the agencies to coordinate in developing specific plans and projects to report to competent authorities for consideration and decision; emphasizing the viewpoint of "what is said must be done, what is committed must be done," what is done must be done effectively in implementing cooperation projects with Laos.

Visiting Star Telecom Company (Unitel) - a joint venture of the Military Industry-Telecoms Group (Viettel), considered a symbol of economic cooperation between the two countries, the Prime Minister requested that they continue to perform well their political, economic and social security tasks, contributing to consolidating and strengthening the special friendship between Vietnam and Laos, in the spirit of "listening and understanding together; sharing vision and action together; working together, enjoying together, winning together, developing together; enjoying joy, happiness and pride together."

Prime Minister Pham Minh Chinh's working trip to attend the 44th and 45th ASEAN Summits and related Summits in Laos achieved comprehensive results; effectively implemented the foreign policy of the 13th National Party Congress and Conclusion 59-KL/TW of the Politburo on the orientation of ASEAN participation until 2030; continued to affirm the foreign policy of independence, self-reliance, diversification, and multilateralization; increased trust, deepened relations, and made them practical and effective for peace, cooperation, and development of each country, in the region and internationally.
