Vietnam helps Laos
Lao Minister of Defense, Senior Lieutenant General Khamlieng Outhakaysone, received Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee, Deputy Minister of Defense of Vietnam.

In Laos, on the occasion of accompanying Prime Minister Pham Minh Chinh to attend the 47th meeting of the Vietnam-Laos Intergovernmental Committee on Bilateral Cooperation, on January 9 in the capital Vientiane, Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, paid a courtesy call on Senior Lieutenant General Khamlieng Outhakaysone, Lao Minister of National Defense; and met with Senior Lieutenant General Vongkham Phommakone, Lao Deputy Minister of National Defense.

At the meetings, the two sides continued to affirm their desire to further consolidate and tighten the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and two Armies of Vietnam and Laos.

In the field of defense, the two sides agreed to implement the contents approved by the two Ministries of Defense in the 2025 cooperation plan.

Congratulating Senior Lieutenant General Khamlieng Outhakaysone on being appointed by the Lao Party and State as Minister of National Defense, Senior Lieutenant General Hoang Xuan Chien expressed his belief that in his new position, Senior Lieutenant General Khamlieng Outhakaysone will lead the Lao People's Army to further development, and the cooperative relationship between the armies of Vietnam and Laos will become increasingly stronger.

Senior Lieutenant General Hoang Xuan Chien respectfully sent greetings and best wishes from Senior Lieutenant General Phan Van Giang to Senior Lieutenant General Khamlieng Outhakaysone and all officers and soldiers of the Lao People's Army on the occasion of the 76th anniversary of the founding of the Lao People's Army (January 20, 1949 - January 20, 2025).

On behalf of the leaders of the Vietnamese Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien respectfully thanked Senior Lieutenant General Khamlieng Outhakaysone for leading a high-ranking delegation of the Lao Ministry of National Defense to an official visit to Vietnam, attending the 80th Anniversary of the Founding of the Vietnam People's Army, the 35th Anniversary of the National Defense Day and the Second Vietnam International Defense Exhibition in 2024; sending defense enterprises to display products at the Exhibition; sending the Military Band to attend the Military Music Exchange Program in 2024 and the Art Troupe to perform at units in the Army on this meaningful occasion.

Informing the Lao Minister of Defense about the results of his meeting with Deputy Minister Vongkham Phommakone, Senior Lieutenant General Hoang Xuan Chien emphasized that the two countries' Defense Ministries have identified key areas for cooperation in 2025, including continuing to exchange delegations at all levels, effectively maintaining existing cooperation mechanisms such as the Vietnam-Laos Defense Policy Dialogue, exchanges of young officers of the two countries' armies, and promoting cooperation in United Nations peacekeeping.

Earlier, in the afternoon of the same day, Senior Lieutenant General Hoang Xuan Chien met with Senior Lieutenant General Vongkham Phommakone, Deputy Minister of National Defense of Laos.

At the meeting, the two sides agreed to direct agencies and units to closely coordinate in implementing the contents of the Protocol on Vietnam-Laos defense cooperation for the 2025-2029 period, the 2025 Cooperation Plan and the common perception between the two countries' senior leaders.

The two sides also agreed that in the coming time, the two countries' Defense Ministries will continue to focus on maintaining and promoting cooperation contents, including exchanging delegations at all levels, effectively maintaining existing cooperation mechanisms such as the Vietnam-Laos Defense Policy Dialogue, exchanges of young officers of the two countries' armies; and promoting cooperation in United Nations peacekeeping.

Senior Lieutenant General Hoang Xuan Chien affirmed that the Vietnamese Ministry of National Defense supports and is ready to exchange working delegations and experts to advise on the preparation and deployment of forces; support training, education, capacity building for UN peacekeeping and force deployment for Laos.

On this occasion, Senior Lieutenant General Hoang Xuan Chien expressed his hope that the Lao Ministry of National Defense and the Lao Government will continue to pay attention and create favorable conditions for Vietnamese enterprises, including Vietnamese military enterprises, to invest in Laos in areas such as information technology and national digital transformation, postal services, construction, and mineral exploitation and processing.
