
Last week, a number of central and local ministries and branches held conferences to disseminate and implement central documents, including the implementation of Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the plan to continue to reorganize the apparatus of the political system.
The Ministry of Home Affairs has also completed the draft Resolution of the National Assembly Standing Committee on administrative unit arrangement and sent it to the Ministry of Justice for appraisal.
Based on the criteria specified in the draft Resolution, there are 52 provincial-level administrative units and 9,996 commune-level administrative units subject to rearrangement.
Strengthening staff
On March 28, speaking at the 26th Session (special session) of the People's Council of Hau Giang province, term X, Mr. Dong Van Thanh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested all levels, sectors, localities and units to focus on implementing well the contents of arranging and perfecting the staff of cadres and civil servants at the commune and provincial levels. Especially, selecting cadres must have qualities, capacity, prestige, equal to the task, ensuring enough ability to work in the new environment, not allowing "brain drain."
In Can Tho, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations of the city focus on implementing the motto "clear people, clear work, clear responsibilities, clear deadlines, clear results" in arranging and organizing the apparatus of the political system.
Party committees and authorities at all levels have created high consensus on the policy of the Politburo and the Secretariat on the arrangement and organization of the apparatus of the political system, especially the plan and roadmap for implementing the two-level local government model; at the same time, fully and promptly implement the regime and policies for cadres, civil servants, public employees and workers affected by this process.
The Steering Committee of Ha Nam province on the implementation of administrative unit arrangement in the area held its first meeting on March 27, announced the decision to establish, working regulations and discussed the work contents of the Steering Committee in the coming time.

The Ministry of Home Affairs is seeking public opinions on the draft Law on Cadres and Civil Servants (amended). Accordingly, the draft Law amends regulations related to cadres and civil servants when organizing two-level local governments, including provincial and grassroots levels; and has removed a chapter on commune-level cadres and civil servants in the current Law on Cadres and Civil Servants.
From there, the draft Law unifies the management of cadres and civil servants from the central to local levels, without distinguishing between commune-level cadres and civil servants and central and provincial-level cadres and civil servants, ensuring proper implementation of the Party's policy on interconnectivity in cadre work...
At the National Conference on training cadres, civil servants and public employees of Party and State agencies and the political system held on March 25, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang asked delegates to focus on researching and discussing the completion of the institution on training cadres, civil servants and public employees in a unified manner throughout the political system; develop training programs and materials for cadres, civil servants and public employees in line with the policy of continuing to arrange and streamline the Party's apparatus and personnel work.
Effective and efficient operations
The Traffic Police Department (Ministry of Public Security) said that from March 26, the Department officially operates a new information page providing public services on granting and exchanging driving licenses at the address: https://dvc-gplx.csgt.bocongan.gov.vn.
People who need to issue or change their driving licenses will access this new website.
The functional unit under the Ministry of Public Security has increased its capacity to process records from 3,000 records per day to 10,000 records for granting and renewing driving licenses.
The Traffic Police Department recommends that people should apply for and change their driving licenses online to reduce travel time and process procedures quickly.
At the Hai Phong City Post Office (No. 5 Nguyen Tri Phuong, Hong Bang District) in March 2025, city residents have gradually become familiar with the location for exchanging and issuing new driver's licenses here.

Ms. Hong suggested that the National Assembly pay attention to those who are retiring during the policy and employment rearrangement, because most of these people were previously civil servants and public employees, had no fields or gardens, and mainly lived on their salaries.
Voters were also informed by the Long An National Assembly Delegation about the time of the 9th Session of the 15th National Assembly. This is a session of special importance to consider and decide many urgent issues, serving the revolution of reorganizing and streamlining the apparatus.
Perfecting the legal basis
At the 9th extraordinary session of the National Assembly in mid-February, discussing in groups the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended) and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus, General Secretary To Lam emphasized the requirement to perfect the legal and administrative system for the entire population to implement; the arrangement of the apparatus must not only be for the apparatus to operate, but must be suitable for the National Assembly, suitable for the Government, suitable for ministries, branches, localities, meeting practical requirements...
Pursuant to Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, at the 9th Session, the National Assembly will consider amending and supplementing the Constitution, the Law on Organization of Local Government and many other draft laws.
On March 28, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong chaired a meeting with National Assembly agencies on the implementation of contents related to the amendment of the Law on Supervisory Activities of the National Assembly and People's Councils. Through discussion, delegates reached a consensus on comprehensively amending this Law.
The draft Law on Organization of Local Government (amended) has just been released by the Ministry of Home Affairs for public consultation. Because the regulations on administrative units and the model of local government organization in the current Law on Organization of Local Government are designed at 3 levels (including provincial, district and communal levels).

Amending and supplementing the provisions of the Law to implement the 2-level local government model will create a legal corridor for agencies and organizations in the state apparatus to operate according to the 2-level local government model, ensuring streamlining, compactness, strength, efficiency, effectiveness, and efficiency, meeting the country's new development requirements.
Last week, the Government Inspectorate submitted to the Government a draft of the amended Law on Inspection; it is currently seeking comments on this draft Law. The draft Law inherits and innovates in the process of arranging the inspection agency system in a centralized, unified, and streamlined direction at a single focal point at two levels at the central and local levels; overcoming shortcomings, limitations, overlaps, and duplications in the organization and operation of current inspection agencies.
Along with a high focus on streamlining the apparatus, merging provincial administrative units according to the approved plan will reduce the number and increase the scale of administrative units, expand development space, and maximize the potential advantages of localities.
The draft Resolution of the National Assembly Standing Committee on administrative unit arrangement completed by the Ministry of Home Affairs and sent to the Ministry of Justice for appraisal stipulates the arrangement criteria for provincial and commune-level units in the direction of closely following the 6 criteria that have been considered and agreed upon by the Politburo.
Specifically including: Natural area; Population size; Criteria on history, tradition, culture, religion, ethnicity; Geo-economic criteria (including criteria on geographical location, scale and level of economic development); Geopolitical criteria and Criteria on national defense and security.
