Quang Binh province is determined to arrange and streamline its apparatus with the goal of streamlining, strengthening, efficiency, effectiveness and efficiency in the spirit of Resolution No. 18-NQ/TW.

To help young staff develop their abilities
To streamline the apparatus according to Resolution No. 18-NQ/TW, the Propaganda Department and the Mass Mobilization Department of Minh Hoa District Party Committee will merge. Two officials who are currently Deputy Head of the Propaganda Department and Deputy Head of the Mass Mobilization Department of Minh Hoa District Party Committee have voluntarily submitted applications for early retirement.
Ms. Dinh Thi Minh Thu (born in 1973, Deputy Head of the Minh Hoa District Party Committee's Mass Mobilization Committee) shared that according to regulations, after merging the Propaganda and Education Committees and the District Party Committee's Mass Mobilization Committee, there will only be 1 Head and 2 Deputy Heads. However, the Propaganda and Education Committees and the Minh Hoa District Party Committee's Mass Mobilization Committee have 2 Heads and 4 Deputy Heads. She herself has 8 years of work left, however, she has voluntarily written an application for early retirement to create conditions for young cadres to develop their capacity, and for the Standing Committee of the District Party Committee to reorganize the apparatus.
According to Ms. Dinh Thi Minh Thu, her work is for no other purpose than to demonstrate the example of cadres and party members. Thereby, she contributes a small part to the "revolution" of streamlining the apparatus according to the policy of Resolution No. 18-NQ/TW taking place smoothly, positively and effectively from the Central to local levels.
Deputy Head of the Propaganda Department of Minh Hoa District Party Committee Cao Van Dung shared that streamlining the apparatus is a very correct policy and guideline of the Party and State, suitable for practical conditions in the current period. Although he still has 8 years to retire, he himself is aware of his role and responsibility as a cadre, leader and manager, first of all he must be a pioneer, exemplary leader in implementing the Party's policies and resolutions.
“I voluntarily wrote an application for early retirement and was very happy because this was a favorable opportunity for Quang Binh province and Minh Hoa district to build and organize a streamlined apparatus according to the roadmap set by the Central and the province. At the same time, it was to create conditions and opportunities for young comrades to continue to contribute,” Mr. Cao Van Dung added.
Mr. Cao Ngoc Dien (born in 1966, Head of the Ethnic Affairs Department of Minh Hoa district) is a cadre with 36 years of work experience, 37 years of Party membership, of which more than 20 years have been in ethnic affairs, closely associated with the people. In response to the major policy, he voluntarily wrote a letter of early retirement even though he is a cadre eligible for re-election at the upcoming congress.
Mr. Cao Ngoc Dien shared that with many years of working experience, he has always been passionate about ethnic work and always tried his best to bring ethnic policies to ethnic minorities. However, in the face of the current reality, he has applied for early retirement. This is not because he has lost his enthusiasm or shirked responsibility, but because he hopes to create conditions for the next generation of young people to develop their abilities in the future.
Up to now, in Minh Hoa district, 15 cadres and civil servants have registered to retire according to Decree 178/2024/ND-CP of the Government. Of these, 8 are from the party and mass organizations, 7 are from the government with working age from 2 to under 10 years. Many cadres are holding the positions of head and deputy head of units, such as: Head of the District Party Committee's Mass Mobilization Committee, Head of the Internal Affairs Department, Head of the Ethnic Affairs Department, Director of the Protective Forest Management Board, etc.
Mr. Cao Thanh Hai, Head of the Organization Board of Minh Hoa District Party Committee, said that the cadres who volunteered to retire early have shown exemplary character and high responsibility in arranging and streamlining the apparatus. Thereby, creating favorable conditions for agencies and units in arranging personnel after the merger and especially opening up opportunities for young and capable human resources to meet the increasing demands in the coming time.
“After receiving the applications for voluntary early retirement from officials and civil servants, the district has guided the officials to carry out the procedures to enjoy the policy according to regulations. At the same time, there is a plan to arrange young officials who have worked at the grassroots level to be appointed to positions after the merger, meeting the requirements of the agencies and units,” said Mr. Cao Thanh Hai.
All for the common good
In Quang Binh, many key officials under the management of the Provincial Party Committee Standing Committee have submitted applications for early retirement in accordance with Resolution No. 18-NQ/TW.
Head of the Provincial Party Committee's Propaganda Department Cao Van Dinh (born in 1966) shared that, according to regulations, he has 3 more years before retirement. He is currently healthy, enthusiastic and has a wealth of experience working in the field of Propaganda. If he chooses to stay, he will always excellently complete all tasks assigned by the Party and the people. However, for the common cause of the entire Party, as a cadre, party member and leader, he voluntarily retires early, creating opportunities for young, talented and virtuous people to inherit and develop.
According to Mr. Cao Van Dinh, many cadres and party members like him have always excellently completed their assigned tasks over the years, still want to contribute and are ready to contribute. However, for the common cause of the Party and State, when implementing Resolution No. 18-NQ/TW, they voluntarily wrote an application for early retirement with the simple thought of "putting the interests of the homeland, country, and people above all" so that the "revolution" of streamlining the organizational apparatus of the province's political system can proceed smoothly and achieve high results.
“We retire early to create more development opportunities for the young staff and always believe and hope that the effective succession from the young generation will soon turn Quang Binh into a fairly developed province in the North Central region and by 2030 become a dynamic economy of the Central region. Thereby, contributing to the whole country entering a new era, an era of national growth,” emphasized Mr. Cao Van Dinh.
Mr. Tran Vu Khiem, Head of the Provincial Party Committee's Organization Board, affirmed that the fact that many key officials of the province, district and commune voluntarily applied for early retirement shows a high consensus on the Central's policy of streamlining and reorganizing the apparatus. At the same time, it demonstrates the pioneering, exemplary role, self-awareness and sense of responsibility for the common cause of officials and party members.
With the above consensus, Mr. Tran Vu Khiem said that this is a great source of motivation that determines the success in the work of arranging and reorganizing the apparatus in Quang Binh province in particular and the whole country in general to help the homeland and country enter a new era.
After streamlining and reorganizing the apparatus, Quang Binh province will have a plan to train and develop a team of cadres to meet the requirements, positions and titles of each cadre. From there, there will be a plan to train the next generation of cadres to ensure a stable transition between generations of cadres, serving the common development of the province.
After streamlining and reorganizing the apparatus, Quang Binh still has 13 specialized agencies under the Provincial People's Committee in accordance with regulations (reducing 7 agencies, reaching 35%) and one administrative organization (Economic Zone Management Board). Internal organization arrangement left 97 organizations (reducing 24/121 organizations), reaching 19.8%, exceeding the Central's target (reducing at least 15% of the internal organization of the agency).
Regarding the organization and public service units under provincial departments, agencies and branches, after the merger, Quang Binh province reorganized them to 84 units (1 special administrative organization and 83 public service units), a decrease of 14/98 units. Of which, 5 units were merged; 1 unit was dissolved; 8 district-level health centers were transferred to district management (reaching 14.28%).
