BHG - On the morning of February 13, the Steering Committee for the elimination of temporary and dilapidated houses in Ha Giang province (SC) held its 3rd meeting. Standing members of the Provincial Party Committee: Hau A Lenh, member of the Party Central Committee, Minister - Chairman of the Ethnic Committee, Secretary of the Provincial Party Committee - Head of the Steering Committee; Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. According to reports from districts and cities, by the end of February 12, 2025, the whole province had started construction of 2,491 houses (2,296 new houses, 195 houses repaired); of which 28 were houses for meritorious people (14 new houses, 14 houses repaired), 238 were houses from National Target Programs (183 new houses, 55 houses repaired); 2,225 were houses from the program to eliminate temporary houses and dilapidated houses for poor and near-poor households (outside of National Target Programs) (2,099 new houses, 126 houses repaired). The number of houses completed and put into use was 1,739. Mobilizing forces and people to participate in supporting 64,191 working days, of which the Armed Forces participated in 11,263 working days.

Regarding the results of resource mobilization and use, up to now, our province has received support funds of 265.5 billion VND, including: Military Industry - Telecommunications Group (Viettel) 34 billion VND; Finance Department - Ministry of National Defense 60 billion VND; Dong Bac Corporation - Ministry of National Defense 10 billion VND; Saigon Newport Corporation - Ministry of National Defense 50 billion VND; Hanoi Military Commercial Joint Stock Bank 100 billion VND; Vietnam National Petroleum Group (PETROLIMEX) 1.5 billion VND; Loc Phat Bank (LPBANK) 10 billion VND. In addition, the member sectors of the Provincial Steering Committee have also proactively mobilized resources to directly support the districts, such as: The Provincial Border Guard Command mobilized support for 36 houses in border communes with a budget of 2 billion 160 million VND; Ha Giang Newspaper mobilized support for 12 households in Dong Van district, with a budget of 620 million VND; Ha Giang Provincial Police supported 200 tons of cement for households demolishing temporary houses...

Discussing at the conference, delegates focused on discussing and reporting on the achieved results; limitations and difficulties in the implementation process, such as: Lack of water, difficulty in transporting materials; low support sources while there is no counterpart capital from the people and a lack of local human resources; customs and practices of a part of the people still choose a good day to start construction... Districts and cities also proposed that the central government and the province soon allocate funds in 2025 to implement housing support for poor and near-poor households under the National Target Program on Sustainable Poverty Reduction according to the Decision of the People's Committee of Ha Giang province on approving adjustments and supplements to the Housing Support Project for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025; Support funds for people with meritorious services according to the Decision of the Provincial People's Committee approving the Project to support housing for people with meritorious services to the revolution and relatives of martyrs in 2025 in the province; at the same time, increase the level of support for building new and repairing houses for people.

Concluding the conference, Provincial Party Secretary Hau A Lenh emphasized: The program to eliminate temporary and dilapidated houses is an important political task, demonstrating the sense of responsibility and profound humanity of the Party, State and Government towards people with meritorious services, poor and near-poor households and other subjects. The Provincial Party Secretary acknowledged and commended the results of eliminating temporary and dilapidated houses in the province; those results demonstrated political determination, the participation of the entire political system and the consensus of the people. Since then, there have been localities that have completed and fulfilled the targets at a high level.

Regarding the tasks of the Steering Committee in the coming time, the Provincial Party Secretary thoroughly grasped the Prime Minister's motto for eliminating temporary and dilapidated houses: "The Party leads, the State manages, the Fatherland Front and organizations support, and the people are the masters"; The Steering Committee needs to have high determination, great efforts, drastic actions, focus on key points, complete each task, clearly assign people and tasks. Party committees and authorities at all levels need to identify housing support for people with meritorious services to the revolution, poor households, and near-poor households as a political task. Focus on leadership, direction, promoting the role and responsibility of leaders in improving the quality and efficiency of resources to eliminate temporary and dilapidated houses for people with meritorious services, policy families, poor households, and near-poor households.

The Provincial Party Secretary requested that districts and cities implementing the elimination of temporary and dilapidated houses for people should allocate maximum support resources for purchasing materials, and for labor and transportation, propaganda and mobilization of participating forces should be done well. Building houses for people must ensure housing standards and criteria; be suitable to the customs, habits and culture of each ethnic group, be in harmony with the villages and hamlets and meet the criteria of the programs and projects.
