Finding directions for human resource development in the semiconductor industry

On March 8, the National Innovation Center (NIC) in collaboration with the Asia Foundation and the Da Nang University of Technical Education organized a workshop on “Developing human resources for the semiconductor industry in Vietnam” and opened a semiconductor circuit design training course in Da Nang.

Golden opportunity

At the workshop, Mr. Do Tien Thinh, Deputy Director of the National Innovation Center (NIC), said that recently, the Ministry of Planning and Investment has been in regular contact with many units related to semiconductor chips. It is forecasted that in the next 6 years, an additional 1 million semiconductor engineers will be needed. This is a golden opportunity for Vietnam to participate.

“In developing the semiconductor industry, Vietnam chooses human resources as a factor to break through competition, because we have the strength of young, eager-to-learn human resources. This is also a path that will cost less than investing in infrastructure and technology,” Mr. Thinh explained.

According to Ms. Tran Thuy Vy, Cadence Technical Manager, the design sector is one of the strengths that Vietnam can have to surpass foreign enterprises. Vietnamese workers are considered young, dynamic, eager to learn, sharp, and especially highly creative. However, to develop the semiconductor industry, the State needs to quickly have preferential policies to attract talented human resources to participate.

Regarding the ability of students to participate in the semiconductor industry, according to Associate Professor Dr. Nguyen Le Hung, Vice Principal of Da Nang University of Technical Education, Vietnamese students have quite good basic knowledge. The evidence is that they achieve high results in international competitions related to STEM subjects, natural sciences, etc.

Breakout strategy

Ms. Le Thi Thuc, Deputy Director of the Department of Science and Technology of Da Nang City, said that entering 2024, Da Nang will accelerate its journey into the microchip and semiconductor ecosystem with many programs and activities to welcome the world's leading microchip and semiconductor corporations and implement investment promotion activities abroad. Not only that, Da Nang City is submitting to the National Assembly specific mechanisms and policies for development in the coming time, including amendments to Resolution 119 related to incentives and specific policies on the semiconductor industry as well as innovative startups, tax exemptions, research and development, investment attraction, etc. This is an extremely important basis to promote development in the coming time.

To solve the problem of human resources and employment, Da Nang City has also formed an alliance of 5 universities through the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence, including: Da Nang University of Technology, Da Nang Technical Education, Vietnam-Korea Information and Communication Technology, FPT University and Duy Tan University. On the other hand, Da Nang is focusing on attracting more investment from foreign enterprises in Da Nang. Human resources will be trained according to the orientation and needs of enterprises that have, are and will come to the locality.

“In addition to long-term preparations from very early on, Da Nang City is focusing on policy mechanisms, investment support, and promoting internal strength, which is the young generation not only in Da Nang but also domestically and internationally. When there are enough resources, Da Nang will develop start-up projects as well as cooperate in investing in core technology,” said Mr. Le Hoang Phuc, Director of the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence.

On this occasion, NIC and Asia Foundation, Acronics Solutions Company Limited organized the opening of a microchip design training course, lasting from March to June 2024. Trainees are lecturers and final year students in semiconductor-related majors of universities training in science and technology in Da Nang city and the Central Highlands region.
