In 2024, with the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses, the review and handling of difficulties and shortcomings in administrative reform were actively implemented, contributing to promoting administrative reform and improving the business environment.

Ministries, departments and branches have completed 1,019/1,049 tasks, reaching 97.14% of the plan, 2.74% higher than the same period in 2023; People's Committees of provinces and cities have completed 2,842/2,917 tasks, reaching 97.43% of the plan, 1.22% lower than the same period in 2023.

In 2024, 13 ministries and agencies have cut and simplified 420 business regulations, bringing the total number of business regulations cut and simplified by ministries and agencies from 2021 to present to 3,195, reaching 20.2% and exceeding the minimum target set for the entire 2020-2025 period.

The arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continue to have clear changes, achieving positive results. Specifically, regarding the arrangement of administrative units at all levels, up to now, Hue City has been newly established under the Central Government; 37 district-level administrative units, 1,178 commune-level administrative units have been arranged, after the arrangement, 9 district-level units and 563 commune-level units have been reduced...

The Government and the Prime Minister continue to direct ministries, branches and localities to synchronously and resolutely implement the construction and development of e-government and digital government. From January 1 to December 20, 2024, the number of electronic documents sent and received on the national document interconnection axis was more than 12.2 million documents, an increase of more than 4 million documents compared to 2023; to date, there have been more than 46.5 million documents sent and received on the national document interconnection axis, an increase of more than 18.3 million documents compared to 2023.

The rate of online records of ministries and branches reached 59.57%, an increase of nearly 2 times compared to 2023; that of localities reached 56%, an increase of 1.92 times compared to 2023. The rate of digitization of records and results of administrative procedure settlement at ministries and branches reached 61.4% and at localities reached 67.46%.

At the meeting, members of the Government's Steering Committee for Administrative Reform and representatives of ministries, branches and localities discussed and clarified outstanding results achieved and pointed out limitations and difficulties in implementing administrative reform in 2024; shared some good models and practices in administrative reform; analyzed the causes of limitations and proposed directions, tasks and solutions to effectively implement administrative reform in 2025.

In 2025, the Government's Steering Committee for Administrative Reform set out key tasks including: Continuing to thoroughly grasp, organize and seriously, comprehensively, synchronously and effectively implement the State's overall administrative reform program for the 2021-2030 period; continuing to promote the role and enhance the responsibility of leaders in leading and directing the implementation of administrative reform tasks; focusing on prioritizing resources to speed up the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development...
