Continuing the eighth session agenda: The National Assembly discusses draft laws

Continuing the eighth session, on the morning of November 6, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly continued to discuss in the hall the draft Law on Public Investment (amended).

Delegate Nguyen Van Than, National Assembly Delegation of Thai Binh province, spoke at the meeting.

Through discussion, National Assembly deputies agreed on the necessity of amending the Law on Public Investment to institutionalize the Party's policies, remove urgent difficulties and obstacles in the spirit of innovation in law-making thinking; innovate and improve the efficiency of management and use of public investment capital to serve socio-economic development, striving to achieve the highest results of the goals set by the 13th National Party Congress. The amendment of the Law also overcomes shortcomings in the development and implementation of the medium-term public investment plan for the 2021-2025 period, promptly applying it to the development of the medium-term public investment plan for the 2026-2030 period.

Participating in the discussion, delegates Nguyen Van Than and Tran Khanh Thu, the National Assembly Delegation of Thai Binh province agreed with the necessity of amending and supplementing the Law on Public Investment to continue to perfect the legal basis, fundamentally overcome difficulties, limitations, obstacles, and bottlenecks arising in the process of law enforcement to improve the efficiency of exploitation, management, and use of public investment resources, meeting the country's development requirements by 2030 to build a more synchronous and modern socio-economic infrastructure system, and at the same time requested the Government, ministries, and branches to prepare early and be ready to develop decrees and guiding documents in advance so that the Law can be implemented soon.

Delegates also participated in a number of specific contents such as: proposing to study and supplement regulations allowing localities to allocate and adjust public investment capital plans from the central budget, support the implementation of projects and national target programs in the medium term and annually to serve as a legal basis for localities to implement; supplement capital from legal revenue sources of units for investment; regulations on classification of public investment projects; prohibited acts in public investment; procedures for stopping the use of ODA capital, preferential loans and regulations on stopping programs using ODA capital, preferential loans; regulations on the rights and responsibilities of agencies, organizations and individuals related to investment decisions and policies; procedures for arranging medium-term capital for projects implemented over 2 public investment planning periods;...

In the afternoon, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.

In addition, delegates also participated in specific contents such as regulations on purchasing drugs for retail sale at public hospital pharmacies in the Bidding Law: for purchasing drugs not on the list of drugs covered by the health insurance fund, purchasing vaccines for vaccination in the form of services, purchasing goods for retail sale (including purchasing drugs for retail sale at drug retail establishments within the premises of public medical examination and treatment facilities), medical examination and treatment facilities, medical facilities decide on their own purchases on the basis of ensuring publicity, transparency, economic efficiency and accountability.
