Since 2017, Tien Yen district has implemented a streamlining of its organizational structure. Immediately after the reorganization, the apparatus of the political system in the district is streamlined . reduce focal points, reduce leadership staff. Promoting the achieved results, the district continues to raise its determination to successfully carry out the revolution of streamlining the organizational apparatus.
To meet practical requirements, since January 2019, Tien Yen has dissolved the District Urban and Environmental Order Inspection Team; at the same time, transferred the function and task of advising on organizing inspections, detecting, proposing handling measures and coordinating the implementation of decisions on handling administrative violations in the fields of traffic, construction, and environmental sanitation to the District Economic - Infrastructure Department. Since then, 3 officials have been reduced, saving an average of 200 million VND/year from the budget.
Along with that, the locality has established the District Communication and Culture Center on the basis of merging the cultural, information and sports department of the District Culture and Information Department with the District Radio and Television Station; merging the District Health Center and Tien Yen Regional General Hospital into Tien Yen District Health Center; transferring commune health stations from the Department of Health to the district for management; merging the Population - Family Planning Center managed by the district into the Tien Yen District Health Center managed by the Department of Health and sending population officers to the commune health stations for management; merging the Land Fund Development Center into the District Construction Investment Project Management Board; merging the Dai Thanh Commune Health Station into the Dai Duc Commune Health Station; merging the Land Use Rights Registration Office under the Department of Natural Resources and Environment with the Land Use Rights Registration Office under the Department of Natural Resources and Environment.
The district has reviewed, consolidated and reduced 81 schools and 181 classrooms; merged and reduced 3 public schools, including: Dong Ngu I Primary School and Dong Ngu II Primary School into Dong Ngu Primary School; Tien Yen Town Secondary School into Tien Yen High School into Tien Yen Secondary School and High School; Dai Thanh Kindergarten into Dai Duc Kindergarten to ensure organizational stability, improve education quality, and invest in synchronous facilities.
In particular, from January 1, 2020, the district merged Dai Thanh commune into Dai Duc commune. After the merger, Tien Yen district reduced 1 commune to 11 administrative units; reduced from 119 villages and neighborhoods to 76 villages and neighborhoods.
The district is also effectively piloting the model of unifying titles. Specifically, at the district level, the Head of the District Party Committee's Mass Mobilization Board is also the Chairman of the District Fatherland Front Committee; the Head of the District Party Committee's Propaganda Board is also the Director of the District Political Center. At the commune level, 5/11 Party Committee Secretaries are also Chairmen of the Commune People's Committee; 10/11 Deputy Party Committee Secretaries are also Chairmen of the People's Council; 4/11 Deputy Party Committee Secretaries are also Chairmen of the Fatherland Front Committee. 76/76 villages and neighborhoods have implemented the unification of Party Cell Secretaries who are also Village and Neighborhood Heads.
From 2015 to present, the number of payrolls from the budget in the district has decreased according to the roadmap with 21% (exceeding the 6% prescribed by the Central Government). The apparatus has overcome the cumbersome situation, overlapping functions, tasks or ineffective operations; reduced focal points, reduced intermediate levels, reduced deputy levels; improved the quality and rejuvenated the staff. In particular, the streamlining of the apparatus has been agreed upon, supported and highly appreciated by the people.
Mr. Hoang Van Sinh, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Tien Yen district, said: Continuing to innovate and reorganize the apparatus according to the direction of the Central and the province, Tien Yen district has developed a project, collected opinions from civil servants and public employees, and accepted contributions. The district reported to the province for early approval for implementation in the first quarter of 2025. As for the specialized departments of the People's Committee, the district maintains the organizational structure, functions and tasks for 4 specialized departments: Finance - Planning, Justice, Inspection, Office of the People's Council and People's Committee. At the same time, the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development are expected to be merged into the Department of Agriculture and Natural Resources and Environment; the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs are expected to be called the Department of Home Affairs and Labor; the Department of Economy and Infrastructure is expected to be called the Department of Transport and Construction, the Department of Culture and Information is expected to be called the Department of Culture, Information and Science and Technology. At the same time, the Departments of Health, Education and Training, and Ethnic Minorities will receive additional state management functions but will not change their names. After streamlining the organizational structure, the Tien Yen District People's Committee has reduced the number of affiliated specialized departments from 13 to 11.
