Due to the forecast of prolonged heavy rain causing major floods in the province, Thua Thien Hue requested to increase the operating flow of the Binh Dien hydropower reservoir in the upper reaches of the Huong River.
In response to the forecast of prolonged heavy rain causing major flooding in the province, on the morning of November 3, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien Hue province issued an order to increase the flow of water to regulate the Binh Dien hydropower reservoir in the upper reaches of the Huong River.
According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien Hue province, the water level of Binh Dien lake at 7:00 a.m. on November 3, 2024 was at +77.41m, the flow to the lake was 230m3/s, the flow to the downstream was 514m3/s.

To quickly lower the water level of the reservoir to create flood prevention capacity, ensure the safety of works and downstream areas in the coming natural disasters, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien Hue province requested to continue adjusting the flow rate of Binh Dien Hydropower Reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes from about 650 - 900m3/s. The time to start gradually increasing the water flow rate above 650m3/s is at 8:30 a.m. on November 3.
The Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien Hue province requested Binh Dien Hydropower Joint Stock Company to organize announcements and warnings for downstream areas, closely monitor water level developments on the Huong River at Kim Long station and regularly update information, report to the Steering Committee for Natural Disaster Prevention and Search and Rescue of the province for direction.
Localities downstream of Binh Dien hydroelectric reservoir are assigned to strictly prohibit boating, firewood collection, fishing, etc. on the river, and notify people to proactively prevent.
The Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien Hue province requested the State-owned One Member Limited Liability Company for Management and Exploitation of Irrigation Works of the province to organize a shift to operate the dam gate and sluice system to ensure flood discharge capacity for the downstream area of Binh Dien Hydropower Plant.
According to the forecast, from the evening of November 3 to November 9, Thua Thien Hue province will have heavy rain, very heavy rain. The total rainfall for the period is generally from 500-850mm, in some places over 1,000mm. This is a very complicated period of rain, lasting for many days, the heaviest rain is concentrated from November 5 to November 8.
This rainfall is forecast to cause heavy floods and inundation in low-lying areas, and is also likely to cause flash floods and landslides in mountainous areas, along rivers and streams in the province.
Faced with the above situation, the Chairman of the People's Committee of Thua Thien Hue province requested heads of departments, branches, units and Chairmen of People's Committees of districts, towns and cities in the area to proactively organize close monitoring of forecast information and developments of floods and rains; promptly direct and deploy response work according to the "four on-site" motto, not to be passive or surprised to ensure safety of life and minimize property damage for people.
Relevant agencies and units are assigned to resolutely organize the evacuation of people in dangerous places, areas at risk of landslides, flash floods, inundation, coastal areas, river mouths, lagoons...
