New points in the auction plan for 28 mineral mines in Ha Giang

NDO - According to information from the Department of Agriculture and Environment of Ha Giang province: the auction plan for mineral mines for common construction materials in 2025 will be changed to limit the situation where the winning auction price is pushed too high compared to the starting price, leading to many businesses and cooperatives requesting to cancel the auction results.

In 2024, the Ha Giang Provincial Auction Service Center organized an auction for mineral exploitation rights for 12 stone, sand and gravel mines. As a result, all mines were successfully auctioned with a total auction amount of about 600 billion VND.

However, the auction results of some mines have attracted public attention because up to 7 mines had auction winning prices pushed up too high compared to the starting price, leading to many enterprises and cooperatives requesting to cancel the auction results. Up to now, 4 enterprises and cooperatives have submitted applications to cancel the auction results.

Recently, the People's Committee of Ha Giang province approved the plan to auction mineral exploitation rights in 2025, including 28 mining sites: 9 limestone mines; 18 sand and gravel mines; 1 clay mine. The auction will be held in 2025, starting from the second quarter and divided into 2 phases.

Before this information, public opinion is interested in the province's auction plan to limit the situation of businesses pushing prices too high and then abandoning the "deposit", affecting businesses and cooperatives that want to invest methodically and effectively.

Mr. Nguyen Van Luong, Deputy Director of the Department of Agriculture and Environment of Ha Giang province, said: "The Department has just submitted to the People's Committee of Ha Giang province a plan to auction mineral mines for common construction materials in 2025. This year's auction plan has changed compared to 2024, to limit the situation where the winning auction price is pushed too high compared to the starting price."

Accordingly, instead of auctioning many rounds until the highest bidder is found, this year, the auction will be limited to 5 to 10 rounds. This is to limit the situation where units "win or lose" and then bid too high, without calculating the investment efficiency, leading to the situation where after winning the auction, they request to cancel the results.

Along with that, according to regulations, the deposit when participating in the auction of mineral mines is from 5 to 20% of the starting price. In 2024, Ha Giang province applied a deposit of 15%, this year it will increase to a maximum of 20% of the starting price.

The examination of the capacity profiles of the auction participants will also be conducted closely and thoroughly. “The Department will advise the Provincial People’s Committee to establish a team to review and select auction participation profiles with members being representatives of the Department of Agriculture and Environment; Department of Finance; Provincial Police and the tax sector. In particular, the financial capacity and experience in mineral exploitation of each enterprise and cooperative submitting an auction participation profile will be carefully examined,” Mr. Nguyen Van Luong emphasized.
