The National Assembly Standing Committee gives opinions on the investment policy of the Lao Cai - Hanoi railway line.

Kinhtedothi- On the afternoon of February 10, at the 42nd session, the National Assembly Standing Committee gave its opinion on the investment policy of the Lao Cai - Hanoi - Hai Phong railway project to submit to the National Assembly for consideration and decision at the upcoming 9th extraordinary session.


Presenting the Proposal for approval of the investment policy for the Lao Cai - Hanoi - Hai Phong railway project, Minister of Transport Tran Hong Minh said that in the past time, the Party Central Committee and the Politburo have issued many Resolutions and Conclusions on the investment policy for the Lao Cai - Hanoi - Hai Phong railway. In particular, at the 10th Conference of the 13th Party Central Committee, it was requested to strive to complete procedures and start the investment project in 2025. The Politburo agreed on the investment policy for the project and assigned relevant agencies to complete the dossier to submit to the 15th National Assembly at the 9th extraordinary session for consideration and decision on the investment policy, some specific mechanisms and policies for project implementation.

The goal is to build a new, modern, synchronous railway line to meet the domestic and international transport needs between Vietnam and China; create an important driving force for rapid and sustainable socio-economic development, promote advantages on the Lao Cai - Hanoi - Hai Phong economic corridor, ensure effective connection of the domestic and international railway network, associated with ensuring national defense, security and international integration, environmental protection, and response to climate change; promote the process of industrialization and modernization of the country.

To successfully implement and soon complete the project according to the required schedule, the Government proposed to apply 19 specific and special mechanisms and policies, of which 15/19 mechanisms and policies have been allowed by the National Assembly to be applied to the high-speed railway project on the North-South axis in Resolution No. 172/2024/QH15 and proposed to add 4 other mechanisms and policies.

The Government proposed that the National Assembly decide on the investment policy for the project, starting at the cross-border rail connection between the new Lao Cai station and Hekou Bac station (China); ending at Lach Huyen wharf area. The main line is about 390.9km long and the 3 branch lines are about 27.9km long.

Project implementation locations in 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong.

The investment scale is to build a new electrified railway line, single track, 1,435mm gauge, for general passenger and freight transport; the main route has a design speed of 160km/h; the section through the Hanoi hub has a design speed of 120km/h; the connecting and branch routes have a design speed of 80km/h.

Preliminary land use demand is about 2,632 hectares. The form of investment is public investment. The total investment is about 203,231 billion VND (8.369 billion USD). Capital sources include the central and local state budgets; domestic capital, foreign capital and other legal capital sources.

Regarding implementation progress, prepare a feasibility study report from 2025, striving to basically complete the project by 2030.

Examining this content, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the Economic Committee agreed with the necessity of investing in the project with the political and legal bases and practical reasons stated in the Government's submission. At the same time, there were opinions suggesting to clarify the technology transfer, operation and exploitation of the project after completion to avoid dependence on technology and the construction of the project to meet dual-use, defense and security requirements.

Regarding the route, the National Assembly's Economic Committee proposed that in the feasibility study step, the Government direct relevant agencies to carefully review and select the optimal route option to ensure the project's connection with the national railway network, urban railways, other transport systems and minimize negative impacts due to land acquisition for the project on businesses and people.

The Economic Committee also proposed to evaluate the overall effectiveness of the railway projects that are expected to be invested in and to carefully evaluate the financial plan and the impacts during the operation and exploitation of the projects to minimize future risks. Along with that, through the examination, the Economic Committee of the National Assembly found that the project plays an important role, has a long-term strategic nature and is very large in scale, requiring complex technical technology. Therefore, to ensure the feasibility and effectiveness of the project, the Government's proposal to the National Assembly to allow the application of a number of specific and special mechanisms and policies is very necessary.

Discussing at the meeting, National Assembly Chairman Tran Thanh Man expressed basic agreement on the necessity of submitting the project investment policy to the National Assembly for decision.

The National Assembly Chairman requested to survey and prepare carefully for land acquisition, compensation, and resettlement; arrange stations to connect with regional infrastructure; update unit price standards; technology; environmental protection, etc. to avoid prolongation, capital increase, and backwardness later causing waste. At the same time, the National Assembly Chairman requested the Government to submit to the National Assembly for decision the medium-term public investment plan and the 5-year financial plan to ensure macroeconomic balance and national public debt safety.

After discussion, the National Assembly Standing Committee agreed to submit to the National Assembly a decision on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project at the 9th extraordinary session, scheduled to open on February 12.
