On the morning of October 16, the Standing Committee of the Provincial Party Committee worked with the Party Committee of the Department of Health on the results of Party building work and political tasks since the beginning of the 2020-2025 term. Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired the meeting. Also working was Comrade Nguyen Thi Hanh, Vice Chairwoman of the Provincial People's Committee.
The Party Committee of the Department of Health currently has 19 branches and Party Committees, including 5 affiliated Party Committees with a total of 557 Party members. Since the beginning of the 2020-2025 term, Party building work has been directed and implemented by Party Committees at all levels in the entire Party Committee, continuing to innovate methods, improving the leadership capacity and fighting strength of the Party Committee to meet the requirements of tasks in the new situation.
The Party Committee of the Department of Health actively implemented solutions to improve the quality and effectiveness of political and ideological work; enhanced the study and following of Ho Chi Minh's ideology, morality and lifestyle; strengthened the discipline and regime of Party committees and Party cells; effectively implemented inspection, supervision and Party discipline work.
The Department's Party Committee also advised the Provincial Party Committee, People's Council, and Provincial People's Committee to achieve and exceed many annual socio-economic development targets and tasks in accordance with the spirit of the Resolution of the 15th Provincial Party Congress, term 2020-2025. Notably, the effective implementation of solutions to prevent and control outbreaks, especially urgent measures to prevent and control the Covid-19 epidemic in the province; strengthening the application of information technology, digital transformation, transfer of science, technology, engineering... in the health sector; strengthening the work of protecting, caring for and improving people's health and population work in the new situation.
Speaking at the meeting, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, acknowledged the achievements of the Party Committee of the Department of Health in Party building and leadership and direction of political tasks since the beginning of the term.
Regarding the tasks in the coming time, he suggested that the Party Committee of the Department of Health should pay more attention to Party development work; focus on training and recruiting new Party members, and promote the study of political theory. He requested the Provincial Party Committee's Organizing Committee to coordinate with departments and branches to propose to the Central agencies to allow cadres to hold management and leadership positions at the department and division levels, and to plan positions to study intermediate political theory classes.
On the other hand, focus on leading and directing the preparation work for Party congresses at all levels towards the 14th National Party Congress, the 16th Provincial Party Congress, and the Department Party Congress (term 2025-2030) in accordance with Directive No. 35-CT/TW dated June 14, 2024 of the Politburo, Plan No. 439-KH/TU dated July 23, 2024 of the Provincial Party Executive Committee on "organizing Party congresses at all levels towards the 16th Provincial Party Congress, term 2025-2030". In particular, ensuring the requirements on personnel work and documents prepared for the congress. The comrade requested the Party Committee of the Provincial Agencies to strengthen coordination to train and guide in the preparation of congress documents.
The Department of Health focuses on researching and proposing high-quality medical models; high-tech and technical application zones in the medical field; upgrading the quality of medical facilities in the province. In addition, it focuses on improving the quality, expertise, and professionalism of human resources in the health sector. In particular, the Department of Health advises on the arrangement and coordination of medical training facilities in the province, ensuring feasibility. Along with that, the Department of Health strengthens decentralization in organizing and implementing tasks related to health, medical examination and treatment, and preventive medicine. Decentralization must ensure a roadmap and specific capacity assessment of medical facilities in the province.
Seriously and systematically implement the Party's regime, principles of organization and activities, focus on promoting democracy, self-criticism and criticism of Party members in activities; substantially and effectively implement Instruction No. 05-HD/BTCTU dated May 19, 2024 of the Provincial Party Committee's Organizing Committee "on the framework of criteria for building and implementing the model of 4-good Party cells and 4-good grassroots Party organizations in the Provincial Party Committee" and guiding documents of the Provincial Party Committee of Agencies.
The staff, doctors and nurses of the Department of Health continue to promote the spirit of solidarity, arouse the desire to contribute to the common development of the province, as well as uphold the spirit of "Doctors are like mothers" in caring for and protecting people's health. Regarding the proposals of the Party Committee of the Department of Health related to salary reform and attracting high-quality human resources, he acknowledged and directed relevant departments and branches to strengthen coordination, synthesize opinions and advise the province on specific policies and mechanisms of the health sector.
The Department of Health continues to pay attention to the grassroots health system; invest in equipment and infrastructure for specialized health facilities. On the other hand, it pays attention to arranging and structuring job positions effectively; promoting administrative reform, applying information technology, and digital transformation in the health sector. The Department of Health coordinates with relevant departments and sectors in resolving difficulties and problems related to bidding procedures, public procurement, etc.
