The Standing Committee of the Provincial People's Council held the 40th meeting

(E-Portal) On May 28, 2024, the Standing Committee of the Provincial People's Council held the 40th meeting to review a number of contents under its authority. Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairmen of the Provincial People's Council chaired the meeting.

Also attending were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Ethnic Affairs Committee Ly Kieu Van, and leaders of relevant departments and branches.

At the meeting, the Standing Committee of the Provincial People's Council reviewed the report on the results of monitoring the following topics: The implementation of a number of conclusions and recommendations on monitoring the economic and budgetary fields from 2020 to 2022 of the Provincial People's Council; The implementation of recommendations on monitoring according to Resolution No. 92/NQ-HDND dated December 9, 2022 of the Provincial People's Council on monitoring the mobilization, management and use of ODA capital and preferential loans in Quang Tri province.

The situation of implementation and allocation, management, use of capital sources, progress of implementation of some projects and basic construction investment works in 2024 has been approved by the Provincial People's Council in Resolution No. 69/NQ-HDND dated August 4, 2023, Resolution No. 111/NQ-HDND dated December 7, 2023, Resolution No. 132/NQ-HDND dated December 19, 2023 of the Provincial People's Council.The situation of implementation and implementation of some conclusions of the Standing Committee of the Provincial People's Council and recommendations for supervision in the field of economic budget from 2020 to 2022...

After listening to the opinions and discussions of the delegates at the meeting, in his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Provincial People's Committee and relevant departments and branches to focus on directing and resolving the difficulties and problems that have been pointed out in the fields and contents.

The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to focus on directing the resolution of the situation of scarcity and local shortage of land for filling materials, directing the management of unit prices of filling materials and construction materials to ensure that investors and construction units win bids to implement projects; directing the work of site clearance, resettlement, forest conversion, conversion of forest land and rice land purposes; having a plan to handle works and projects with large completed volumes but not extended by the central government or sponsors, unfinished implementation time, not promoting investment efficiency, and at risk of arising outstanding debts for basic construction.

Strengthening state management of land to speed up the progress of investment projects, because the current difficulties of the projects are mostly related to site clearance. The Standing Committee of the Provincial People's Council also assigned the Provincial People's Committee to direct and manage the unit prices of filling materials and construction materials to ensure the implementation of winning projects.

The Standing Committee of the Provincial People's Council also requested the Provincial People's Committee to direct the Department of Planning and Investment and a number of related departments and branches to develop a strategy for establishing, mobilizing, using and decentralizing the management of ODA capital until 2030 because this capital source is of great significance to socio-economic development, avoiding the situation of having capital but not spending it all.

The Provincial People's Committee directs relevant professional agencies and localities to continue to advise and review for specialized inspection and examination of projects that violate or are behind schedule outside industrial parks and economic zones and projects located in industrial parks and economic zones; resolutely handle projects that repeatedly violate schedule and have expired the extension period to carry out procedures to revoke investment licenses and reclaim land in accordance with the provisions of law.
