This morning, October 17, at Jinquan Vietnam Travel Equipment Company Limited (Nam Dong Ha Industrial Park, Dong Luong Ward, Dong Ha City), the Steering Committee for Fire Prevention, Fire Fighting and Rescue (PCCC & CNCH) of Quang Tri Province organized a provincial-level fire fighting and rescue drill with the participation of many forces and vehicles. Speaking at the opening of the training session, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized: Although the fire and explosion situation in the province is not as complicated as in some other localities, there is always a risk of unpredictable developments, especially in industrial zones where there are often large crowds and large quantities of flammable materials and goods.
Therefore, the practice session will contribute to improving proactive prevention and unification of command, mobilization of forces, means, and logistics to participate in fire prevention and fighting in a synchronous, timely, fast, and effective manner. At the same time, it will enhance the spirit and responsibility of the fire prevention and fighting & rescue steering committees at all levels and leaders of businesses in the area.

The hypothetical situation is: At 8:00 a.m. on October 17, 2024, the sleeping bag factory of Jinquan Vietnam Travel Equipment Co., Ltd. was struck by lightning. At this time, the factory was undergoing technical maintenance of the lightning protection grounding system, so it was not capable of lightning protection. The fire quickly broke out, spread rapidly throughout the entire factory and could affect surrounding areas. Smoke and toxic gases were generated, covering the entire factory area, making it difficult for the local fire prevention force to approach to spray water and extinguish the fire.

To deal with the above situation, the practice plan is deployed in 6 stages according to each specific level: Handling fire situations by the grassroots fire prevention and fighting force; handling situations by the Fire Prevention and Fighting Police and forces under the People's Committee of Dong Ha City; handling fire situations by forces under the Provincial Police; mobilizing forces, means, assets of agencies, organizations and military forces stationed in the locality to participate; mobilizing forces and means from neighboring provinces to support in fire fighting and rescue; examining the scene and investigating the cause of the fire.

The exercise mobilized more than 450 people from nearly 30 units to participate with dozens of specialized vehicles, protective equipment, lighting, communications, vehicles, and professional equipment.
The core is the force and means of the Fire Prevention and Rescue Police Department in coordination with professional departments of the Provincial Police, Dong Ha City Police, Provincial Military Command, Provincial Border Guard Command...
In addition, there was also support from the Fire Prevention and Rescue Police Department of Quang Binh Provincial Police and Thua Thien Hue Provincial Police. After more than 60 minutes of handling the situation, the exercise achieved its objectives and requirements, ensuring safety for the participating forces.

Speaking at the end of the training session, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong highly appreciated the preparation work, the seriousness and professionalism of the participating forces. To further improve the effectiveness of fire prevention and fighting work in the coming time, the Permanent Vice Chairman of the Provincial People's Committee requested the leaders of departments, branches, sectors, People's Committees of districts, towns and cities to focus on directing and implementing the Law on Fire Prevention and Fighting.
Strengthen propaganda and promote inspection and examination of the implementation of policies and laws, strictly handle violations of fire prevention and fighting laws. Agencies, units and localities, depending on the scale and nature of the facility, coordinate with the Provincial Police and related units to organize training and practice plans and situations for handling fire and explosion incidents to raise awareness and responsibility of cadres, employees and people for fire prevention and fighting work; organize permanent forces and means to promptly handle fires, explosions, incidents and accidents, and prevent large fires and widespread fires.
The Provincial Police Department is assigned to continue to perform its advisory role well and continue to organize fire fighting drills at other facilities of appropriate scale to the conditions and characteristics of each locality to proactively handle situations when fires and explosions occur.
