CTTĐT - On the afternoon of May 14, 2024, the Ministry of Agriculture and Rural Development held an online conference with 63 provinces and cities on the topic "Promoting digitalization of the agricultural sector".

The conference at the central bridge was chaired by Mr. Tran Luu Quang, Deputy Prime Minister, Permanent Vice Chairman of the National Committee on Digital Transformation; Mr. Le Minh Hoan, Minister of Agriculture and Rural Development; Mr. Nguyen Manh Hung, Minister of Information and Communications. Attending the conference were leaders of a number of central and local ministries, branches, industry associations, cooperatives, enterprises, etc.

Speaking at the opening of the Conference, Minister of Agriculture and Rural Development Le Minh Hoan emphasized: In the context of globalization and the 4th industrial revolution taking place strongly, in recent years, the agricultural sector has proactively and strongly implemented digital transformation, especially the application of digital technology into practice such as artificial intelligence, data management, IoT, automation... in production, processing and consumption of agricultural products, helping to increase labor productivity, improve efficiency, ensure food safety and hygiene, protect the environment and enhance the competitiveness of Vietnamese agricultural products.

In addition, the digitalization process in the agricultural sector from central to local levels is also facing many barriers and challenges such as: limited awareness and skills in applying digital technology; the connection, sharing and linkage between stakeholders such as state management agencies, scientists, agricultural businesses, technology enterprises, cooperatives and farmers are not yet tight; the technology infrastructure system is not uniform between regions and geographical areas; investment institutions for digital transformation are not yet synchronized... requiring comprehensive solutions to remove obstacles, promote the digital transformation process, and apply digitalization more quickly and effectively in the agricultural sector.

The Resolution of the 13th Party Congress, the 10-year Socio-Economic Development Strategy 2021 - 2030 clearly pointed out the orientation " ... Agriculture and rural areas are identified by the National Digital Transformation Program as 01 of 08 priority areas, accordingly developing high-tech agriculture focusing on smart agriculture; automating production and business processes; strongly developing e-commerce; managing planning and forecasting, warning the market ".

The Prime Minister issued Decision No. 749/QD-TTg approving the National Digital Transformation Program to 2025, with a vision to 2030, clearly identifying "agriculture as one of the sectors that needs to prioritize digital transformation first". At the same time, the goal is to build and complete 100% of agricultural sector data sets; 100% of traceability data and origin are provided for OCOP products...

Shifting from agricultural production thinking to agricultural economic thinking, at the same time promoting new rural construction in the direction of ecological agriculture, circular agriculture, modern countryside, professional and civilized farmers. Promoting agricultural digitalization, focusing on farmers is the center and driving force of development . Digital technology has been applied in all areas of the industry, from management to production and consumption. According to the survey data of the Ministry of Agriculture and Rural Development, the whole country has about 290 agricultural enterprises applying high technology to production, about 690 agricultural production areas, of which over 70% of areas meet the criteria of high-tech agricultural areas. By the end of May 2021, the whole country had formed 1,916 high-tech cooperatives. Currently, the whole country has over 2 million agricultural farming households trained in digital transformation skills, nearly 50,000 agricultural products are put on e-commerce products with thousands of transactions performed.

Applying digital transformation in agriculture in the context of shifting agricultural production thinking to agricultural economics.

The digital transformation program of Lao Cai province to 2025, with a vision to 2030, clearly identifies “agriculture as one of the priority sectors” with the goal of “each farmer is a trader, each cooperative is an enterprise applying digital technology in production, supply, distribution, price forecasting, promoting e-commerce development”. The work of transforming and applying digital technology has helped farmers, enterprises, and cooperatives in Lao Cai initially succeed in automating production, business, management, and monitoring the origin and supply chain of products quickly, transparently, accurately, and food safety and hygiene... Currently, Lao Cai has over 70% of cooperatives applying high technology in farming management at various levels. Over 75% of surveyed cooperatives said they use applications such as Zalo, Viber... or management software to update management information, operate operations, and exchange work between managers and members and employees. 100% of the province's OCOP products have been put on e-commerce trading floors. Nearly 90 enterprises and cooperatives with over 300 product lines are attached with QR-Code, helping to make electronic traceability information of safe agricultural products transparent.

Minister of Information and Communications Nguyen Manh Hung said that the digitalization of our country's agricultural sector is still very low, accounting for only 2.1%; he suggested that the Ministry of Agriculture and Rural Development needs to clarify the contents of digital transformation for effective implementation; select pilot models and replicate successful models in agricultural digital transformation... At the Conference, delegates and experts assessed the current situation and bottlenecks in digitalization and digital technology application in the agricultural sector; at the same time, they exchanged and shared experiences, practical models and proposed solutions for digitalizing agriculture, quickly shifting from agricultural production thinking to agricultural economic thinking. Leaders of the Ministry of Science and Technology and the Ministry of Public Security discussed "Innovation to promote digital economy in agriculture"; "Application of Project 06 to promote digitalization of the agricultural sector". Industry associations, enterprises and a number of provinces and cities focused on "Solutions to promote digitalization of agricultural products to meet market demands"; "Bottlenecks and policy recommendations to encourage enterprises and technology cooperatives to participate in promoting digitalization of the agricultural sector"; "Advantages, difficulties and recommendations to promote digitalization in agriculture at the local level"...

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang emphasized that in recent years, Vietnam's agricultural sector has achieved very encouraging initial achievements, which are the driving force and inspiration for continued development; at the same time, he praised the efforts of the entire agricultural sector, especially the relatively good coordination between agencies, units and localities to achieve the results as today. He also mentioned 06 main shortcomings and obstacles in the digital transformation of agriculture such as: the institution on digital transformation in agriculture is not complete and complete as a legal basis for the implementation process; digital infrastructure in agriculture is still weak; human resources for digital transformation are still lacking; the rate of public service records in the entire agricultural sector is still low; digitalization of data in the agricultural sector is still not synchronized; support for farmers and businesses to participate in high technology application and digital transformation is still limited.

The Deputy Prime Minister also proposed a number of solutions and requested the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant agencies, units and localities to: Review, reduce and simplify administrative procedures in the field of agriculture and rural development to facilitate farmers and businesses to use online public services; need to have a synchronous database system, build an information system, a basic database for the agriculture and rural development sector, a national database on agriculture and rural areas connected with national databases, other specialized databases, and local databases; build mechanisms and have solutions to support cooperatives, farmers and businesses operating in the agricultural sector to carry out digital transformation...

Before that, the delegates visited the exhibition area introducing digital technology application models in the fields of agriculture and rural development of the digital business community, institutes, schools, and cooperatives in the agricultural sector. These are technology products built and developed “Make in Vietnam” with the desire to solve current agricultural problems, promoting digitalization towards a smart, responsible, and sustainable agriculture./.
