Telegram to Ministers, Heads of ministerial-level agencies, Government agencies; State Steering Committee on Tourism; Chairmen of People's Committees of provinces and centrally run cities.
The Prime Minister requested to focus on synchronously and drastically implementing solutions to develop tourism, creating momentum for strong economic growth, aiming to achieve double-digit economic growth in the next stages.
According to the Official Dispatch, in 2024, Vietnam's tourism industry will record a strong recovery after the pandemic with 17.6 million international visitors, an increase of 39% compared to 2023; domestic visitors will reach 110 million, total tourism revenue will reach about VND 840,000 billion, an increase of 24%.
In the first quarter of 2025 alone, the number of international visitors to Vietnam exceeded 6 million, the highest ever, up 29.6% over the same period. This is an important premise for the tourism industry to continue to make a breakthrough, contributing positively to the GDP growth target of 8% or more in 2025, towards double-digit growth.
The telegram sets a specific target for 2025 to welcome 22-23 million international visitors, serve 130 million domestic visitors and increase total tourism revenue by 12-13% compared to 2024. This will be a driving force for other industries and sectors, promoting rapid and sustainable development.
Regarding key tasks, the Prime Minister requested the Ministry of Culture, Sports and Tourism to take the lead in implementing many solutions, emphasizing:
Strengthening tourism promotion: Innovating methods, applying technology, combining state and social resources. Cooperating with the Ministry of Foreign Affairs to promote the role of Vietnamese representative agencies abroad and the Vietnamese community in promoting tourism.
Diversify products and services: Focus on developing new types of tourism such as health, eco-tourism, agriculture, MICE, golf; promote the organization of international-scale events to create buzz.
Digital transformation, green transformation: Promote smart tourism, green tourism, encourage businesses to invest sustainably. Coordinate with the Ministry of Finance, the State Bank of Vietnam to widely apply technology in tourism service payments towards minimizing cash payments; guide and encourage tourists to use electronic payment methods on smart devices.
Transport and destination connections: Strengthen connections of transport modes to key tourist destinations; call for investment in upgrading tourism infrastructure such as airports, train stations, and seaports.
Destination management, service quality improvement: Tighten inspection, handle violations, ensure a safe, friendly and civilized tourism environment.
The Prime Minister assigned the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Foreign Affairs to coordinate in proposing favorable visa policies, including exemption or preferential short-term visas for tourists and special groups such as researchers, artists, athletes, experts, and investors. At the same time, research policies for tourism development in border areas.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to proactively develop specific action plans, to be completed before April 15, 2025; strengthen state management of tourism, ensure security, order, hygiene, publicly post prices, and combat "ripping off", "touting", and defrauding tourists. In particular, restaurants are required to use cash registers and electronic payments, otherwise their licenses will be revoked or they will be banned from doing business.
Ministries, branches and localities are fully responsible to the Prime Minister for the results of implementing the Official Dispatch; must report the results and difficulties before April 30, 2025.
