On May 5, Mr. Dinh Tien Dung, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation, and National Assembly deputies from Constituency No. 4 met with voters in Hoang Mai and Gia Lam districts.

At the meeting, providing information on the situation of the investment project to build Ring Road 4 - Hanoi Capital Region, the Secretary of the Hanoi Party Committee said that up to now, the City has completed the clearance of 50% of the land area, 60% of the graves have also been relocated.
The city is determined to hand over 70% or more of the cleared area and start construction in June 2023.
“The city has achieved such results thanks to the highly responsible and determined participation of the Party Committees and authorities of the 7 districts where the project passes through; especially thanks to the support of the people. The consensus of the people is very important in all work. If the people are pleased, it will be done,” emphasized Secretary of the City Party Committee Dinh Tien Dung.
According to the Secretary of the Hanoi Party Committee, the total cost of site clearance for Ring Road 4 in Hanoi (58.6km) is about 13,000 billion VND, including the expressway, parallel roads on both sides and 30m of width reserved for the national railway.
“The cost for each kilometer of Ring Road 4 is about 360 billion VND. This number is not large compared to the investment for Ring Road 2.5, which is only 1km in Hoang Mai district, but costs more than 2,500 billion VND; Ring Road 1, Hoang Cau - Voi Phuc section, is also only 1km long, but costs more than 7,600 billion VND.
So the sooner we can do it, the more we can save. Money is important, but more importantly, people's lives are stable; they don't have to worry about relocation or site clearance," said Mr. Dinh Tien Dung.
The Ring Road 4 project in Hanoi Capital Region is 112.8km long. The starting point is on the Noi Bai-Lao Cai Expressway (Thanh Xuan Commune, Soc Son District), the ending point is on the Noi Bai-Ha Long Expressway (Que Vo District, Bac Ninh Province).
The project is divided into 7 component projects, with a total estimated investment for phase 1 of about VND 85,813 billion. The expected implementation period is 2022-2028.
The project will pass through 3 provinces and cities, including Hanoi, Hung Yen and Bac Ninh. The complete scale includes 6 expressway lanes and a parallel road system on both sides and corridors for green trees, technical infrastructure works and reserves for the belt railway.
