At the meeting with Mr. Ton Vinh Khon - Chairman of the Board of Directors of Dalian Locomotive and Railway Car Corporation (CRRC), Prime Minister Pham Minh Chinh highly appreciated the achievements of the Company and said that on the basis of very good political relations, Vietnam and China need to further promote cooperation and connect the two economies, including the railway sector - this is also a field that Vietnam has important and urgent needs in the current period.

For more information, Prime Minister Pham Minh Chinh said that Vietnam currently has over 2,000 km of railway with over 300 stations, but in recent years, its exploitation has not been really effective. In the context of many changes in the world and the region, railway transport has many advantages compared to other types such as cost and suitability for some goods.

In particular, in December 2023, Vietnam and China signed a Joint Statement on further deepening and enhancing the Comprehensive Strategic Cooperative Partnership and building a Community of Shared Future of strategic significance. Accordingly, the two sides will promote the connection of standard gauge railways across the Vietnam-China border, study and promote the construction of the Lao Cai - Hanoi - Hai Phong standard gauge railway, and study the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong standard gauge railways at an appropriate time.

In addition, Vietnam plans to continue developing urban railway lines in Hanoi, especially the line connecting to Hoa Lac High-Tech Park and Ho Chi Minh City.

Prime Minister Pham Minh Chinh said it is necessary to maximize the role of the two countries' state-owned corporations and groups in the railway sector, learn from previous projects, and continue to implement specific cooperation projects as effectively and quickly as possible, in the spirit of "harmonized benefits and shared risks".

The Prime Minister suggested that with its capacity and advantages, CRRC should study cooperation with Vietnam Railway Corporation and Vietnamese enterprises in production, technology transfer of locomotive and carriage manufacturing, human resource training, and capital support; embark on specific work, participate in building quality and effective railway projects, contributing to the development of the railway industry in Vietnam; and at the same time welcome CRRC to participate in other projects and fields such as new energy.

For his part, CRRC leaders affirmed that the Company has many advantages, outstanding capabilities and world-leading technology in the railway sector; expressed his desire to participate in concretizing the agreements of the two countries' senior leaders, under the direction of the two countries' governments.

CRRC attaches great importance to and is ready to participate in the construction of railway lines connecting the two countries, as well as urban railway projects in Hanoi and Ho Chi Minh City; is ready to provide comprehensive, high-tech solutions, promote localization, share experiences, and support human resource training as requested by the Prime Minister to help Vietnam develop the railway industry, as well as develop areas such as new energy transportation, contributing to promoting the relationship between the two countries.

At the meeting with Mr. Wang Xiaojun - Vice President of Power Construction Corporation of China (PowerChina), Prime Minister Pham Minh Chinh highly appreciated the results of its operations and welcomed PowerChina's plan to expand investment and business in Vietnam in the fields of energy and infrastructure.

The Prime Minister said that currently, businesses of the two countries have more experience and more advantages than in the previous period to promote cooperation, especially on the basis of good political relations between the two countries, especially the Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Partnership, building a Community of Shared Future of strategic significance.

To contribute to concretizing high-level agreements into specific programs and projects, "clear people, clear work, clear time, clear products", the Prime Minister suggested that the group promote the results of cooperation in Vietnam, continue to invest more, expand the field of operation, especially cooperation, support the development of the railway industry and the renewable energy sector, as well as other areas of strength.

Vietnam welcomes and encourages foreign enterprises with potential, capital, technical and technological resources, including PowerChina Group, to participate in research, cooperation and railway projects that have been agreed to be promoted by the leaders of the two countries, as well as urban railway projects in Hanoi and Ho Chi Minh City.

The Prime Minister suggested that the Group continue to cooperate and support Vietnam in proposing new investment ideas and projects, transferring solutions, management experience, modern technology, attracting investment capital, and supporting the development of the railway sector.

In the energy sector, the Prime Minister said that Vietnam is continuing to perfect its institutions and policy framework by preparing to issue a decree on the direct power purchase mechanism (DPPA), on the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power, and on the mechanism for developing power projects using natural gas and LNG.

For his part, PowerChina Vice President Wang Xiaojun thanked Vietnam for its support throughout PowerChina's operations in Vietnam since 2000 in the energy sector with a total contract value of more than 9 billion USD and employing more than 1,000 workers and experts...

Typical projects that PowerChina participates in include Lai Chau and Son La hydropower projects, Vinh Tan coastal thermal power center, more than 23 solar power projects (total capacity of 2,681 MW), 9 offshore wind power projects (1,217 MW), 16 onshore wind power projects (1,201 MW), 2 waste-to-energy projects in Can Tho and Soc Son, Hanoi (processing 4,400 tons of waste/day)...

He affirmed that PowerChina wishes and is ready to strengthen cooperation with Vietnamese partners in developing the fields of railways, urban railways, new energy, and wind power (especially in the North). Particularly in the field of railways, he said that Powerchina has rich experience, having built more than 2,000 km of high-speed railways and 800 km of subways, and is ready to share its experience with Vietnam.

At the meetings, the Prime Minister also said that the Government is committed to accompanying, supporting and creating the most favorable conditions for foreign enterprises and investors, including Chinese enterprises in particular, to deploy investment and operate projects successfully, effectively, for mutual benefit and in compliance with Vietnamese laws .
