Prime Minister: Developing education and training to serve the nation's rising era

The Prime Minister noted the issues of time, intelligence, aspiration, potential, and integration to bring education and training on par with developed countries as soon as possible, self-reliance, self-reliance, and national confidence.

On the afternoon of November 2, at the Government Headquarters, Prime Minister Pham Minh Chinh - Chairman of the National Committee for Education and Training Innovation, chaired the 2024 meeting of the Committee to discuss the draft Action Program of the Government to implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization". in the conditions of a socialist-oriented market economy and international integration."

Also attending were Deputy Prime Minister Le Thanh Long, Vice Chairman of the Committee; leaders of ministries, branches and central agencies.

The Central Committee and the Politburo have issued resolutions and conclusions on fundamental and comprehensive innovation in education and training to promote achievements, effectively overcome limitations and shortcomings in order to continue promoting fundamental and comprehensive innovation in education and training to meet the requirements of national development in the new period.

The Politburo has directed Party committees at all levels, authorities, the Vietnam Fatherland Front and socio-political organizations to continue to thoroughly grasp and seriously and effectively implement the viewpoints, goals, tasks and solutions stated in Resolution 29, Resolution of the 13th National Congress and other resolutions of the Party on education and training; at the same time, focus on implementing well the 8 groups of key tasks and solutions assigned in Conclusion 91.

To implement Conclusion 91, the Government assigned the Ministry of Education and Training to advise the Government to issue an Action Program to implement Conclusion 91.

In order to carry out the tasks assigned by the Government, the Ministry of Education and Training has coordinated with ministries, ministerial-level agencies, government agencies and localities to develop a draft Action Program of the Government to implement Conclusion 91.

During the process of drafting the draft, the Ministry sent out requests for comments and received comments from 25 ministries, ministerial-level agencies, government agencies and 55 provinces and cities.

Up to now, the draft Action Program has basically ensured the requirement of closely following Conclusion No. 91, identifying key tasks and solutions that the Government has directed ministries, branches and localities to focus on implementing to continue to seriously implement the viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training according to Resolution 29 and Conclusion 91 of the Politburo and specify the assignment to each ministry, branch, relevant agency and locality.

After the members of the Committee and delegates attending the meeting gave their opinions and concluded the meeting, Prime Minister Pham Minh Chinh stated that the Party and State always pay attention to the cause of education and training, always put education and training as the top national policy; the implementation of Resolution 29 of the Central Committee and Conclusion 91 of the Politburo aims to develop education and training in the new era - the era of national development.

Affirming that people are the center, the subject, the goal, the driving force and the resource of development; not sacrificing progress and social justice to pursue economic growth alone, including education and training, the Prime Minister noted the issues of time, intelligence, aspiration, potential, and integration to bring education and training on par with developed countries as soon as possible, self-reliance, self-reliance, and national confidence.

The Prime Minister paid special attention to decentralization, delegation of power, and enhancement of autonomy of localities and educational and training institutions in the spirit of "local decision, local action, local responsibility" to promote creative space; improve the quality of teaching and learning, focus on improving the quality of teachers, create inspiration, take students as the center, teachers as the driving force; build mechanisms to promote the formation of a learning society and lifelong learning.

On that basis, continue to review the contents of Conclusion 91 to complete the draft Action Program and Education and Training Strategy, to be completed in the first quarter of 2025, in the direction of assigning "clear people, clear work, clear responsibilities, clear implementation time, clear effectiveness, clear products."

The Prime Minister noted a number of issues related to reviewing the network planning and quality of teachers, especially preschool and primary school teachers; training high-quality human resources, emerging economic sectors; resources for education investment; gradually making English the second language, expanding training in other foreign languages ​​according to job requirements.

Emphasizing that resources come from thinking, motivation comes from innovation, and strength comes from the people, the Prime Minister requested mechanisms and policies to attract human resources for education and training.

The Prime Minister requested the Ministry of Planning and Investment to preside, the Ministry of Education and Training, the Ministry of Planning and Investment, and the Ministry of Finance to develop a mechanism to mobilize resources to reduce the burden on the State, with State resources leading and acting as seed capital.

Regarding the attraction and use of foreign experts, scientists and overseas Vietnamese to teach, research and work at educational and training institutions in Vietnam, the Prime Minister assigned the Ministry of Education and Training to preside over the research and development of a "Project to develop breakthrough mechanisms and policies to attract and use foreign experts, scientists and overseas Vietnamese to teach, research and work at educational institutions in Vietnam."

The requirement to build Vietnamese schools abroad must ensure both teaching and learning knowledge, learning historical and cultural traditions, and including Vietnamese language subjects. The Prime Minister also pointed out that institutions in building a learning society and lifelong learning must have mechanisms and policies to encourage everyone to have equal access to this issue; building a lifelong learning style./.
