Prime Minister: Connectivity is the driving force for ASEAN - Japan cooperation

Prime Minister Pham Minh Chinh highlighted economic and trade connectivity to increase momentum for ASEAN-Japan relations, when speaking at the summit in Tokyo.

At the Summit celebrating 50 years of ASEAN-Japan relations in Tokyo on December 17, Prime Minister Pham Minh Chinh emphasized that the relationship with Japan is one of ASEAN's most successful relationships.

Faced with unprecedented monetary headwinds, the Prime Minister said the two sides need to increase cooperation to turn the ASEAN-Japan Comprehensive Strategic Partnership into a symbol of solidarity and development in the region. In particular, economic, trade and investment connectivity is the focus and driving force for the development of this relationship.

In addition, infrastructure connectivity and new areas such as digital transformation, green economy, and innovation are growth drivers and new vitality for ASEAN-Japan cooperation. "Parties need to connect and achieve sustainable development goals, without sacrificing progress, social justice, and the environment to pursue mere growth," he said.

The Prime Minister suggested that all parties work together to build an open, inclusive, rules-based regional structure, in which ASEAN plays a central role. Japan has voiced its support for ASEAN's common stance on the East Sea and for the Mekong sub-region countries to effectively respond to non-traditional security challenges.

The Mekong cooperation mechanism also needs to be restarted soon, with priority given to promoting sustainable development support programs in the spirit of "leaving no one behind".

"It is necessary to concretize the 'heart-to-heart' relationship into a 'action-to-action' and 'emotion-to-effectiveness' relationship with practical cooperation programs and plans within the framework of the ASEAN-Japan Comprehensive Strategic Partnership," said the Prime Minister.

The leaders agreed to promote trade and investment, stabilize production and supply chains in the region, and facilitate exports. ASEAN and Japan will promote cooperation in potential areas such as energy, green economy, digital economy, maritime security, counter-terrorism and transnational crime.

ASEAN leaders welcomed Japan's consideration of ASEAN as a priority in its overall foreign policy as well as in Tokyo's Indo-Pacific strategy (FOIP).

Japanese Prime Minister Kishida Fumio today also announced 40 billion yen ($281.4 million) in aid for people-to-people exchanges and cultural and educational cooperation, and an additional 15 billion yen ($105.5 million) for international research exchange programs.

In the complex international context and increasing conflicts, countries believe that it is necessary to strengthen cooperation to maintain a peaceful environment, stable development and promote the culture of dialogue, peacefully resolve disputes, including the East Sea, on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The conference adopted the Vision Statement on ASEAN-Japan Friendship and Cooperation, along with a plan to implement the statement.

ASEAN and Japan established a partnership in 1973. The two sides established a Comprehensive Strategic Partnership in September. Japan is ASEAN's fourth largest trading partner with two-way trade reaching US$268.5 billion by 2022. The country is also the second largest FDI investor in Southeast Asia, reaching US$26.7 billion last year.
