On the morning of February 9, during his working program in Quang Ngai, Prime Minister Pham Minh Chinh and his delegation inspected two important road projects in the area, namely the Dung Quat - Sa Huynh coastal road and the Quang Ngai - Hoai Nhon expressway, encouraged construction workers and continued to remove difficulties and obstacles, promoting the projects.
The Quang Ngai - Hoai Nhon (Binh Dinh) expressway project is 88 km long, with a total investment of more than VND 20,469 billion, and is part of the North - South expressway project in the East. The project has 3 tunnels through the mountain with a total length of nearly 5 km. This is a public investment project, the Ministry of Transport is the investor, the construction contractor is a consortium led by Deo Ca Group; the progress according to the contract is completed in September 2026, striving to complete the bridge and road sections by August 31, 2025.
Up to now, the site clearance work has been basically completed, however, there are still local problems in 2 locations. Regarding construction, the contractor is organizing 50 construction teams, 1,550 machines, 3,850 people, achieving nearly 55% of output (7,300/13,343.334 billion VND).
At the construction site, Prime Minister Pham Minh Chinh praised and asked the contractors to continue to make efforts in construction, deploy "3 shifts, 4 shifts, overcome the sun and rain, eat and sleep quickly, work during the day when there is not enough time, work at night, work through holidays and Tet", have many creative solutions and initiatives; at the same time, strengthen cooperation, use subcontractors and local enterprises to speed up construction progress and help local enterprises grow and mature.
The Prime Minister also commended and requested the two provinces of Quang Ngai and Binh Dinh to continue to pay attention, join hands with ministries to inspect, urge and support contractors, not to leave contractors alone at construction sites, and localities to do the work within their authority such as environmental issues, screening contractors and mobilizing forces such as the army, police, youth and women to do the possible work.
Regarding the contractors' recommendations, the Prime Minister directed localities to focus on resolving difficulties and completing site clearance as soon as possible; the Ministry of Transport will invest in completing 2 tunnels with all 3 tunnels on the route to ensure synchronization with bridge and road items on the route and ensure safety when put into operation; review and apply reward and penalty mechanisms for contractors according to regulations, not allowing contractors who violate or bid to participate in new projects, while for units that perform well, they can appoint contractors according to the law and reduce costs, as long as they are not negative or corrupt... At the same time, the Ministry of Transport will preside over and coordinate with the Ministry of Construction to amend and immediately issue new construction standards suitable for the North-South expressway project when the situation changes.
The Prime Minister immediately agreed with the locality's proposal to open more intersections and connecting routes if convenient, an average of about 10 km per intersection, and requested that localities and the Ministry of Transport unify the implementation, and localities balance capital sources for implementation.
With the firm request to complete the project by December 31, 2025 at the latest, and urgently implement phase 2, the Prime Minister emphasized that the Central, local, and political systems, especially the two Provincial Party Secretaries, and contractors must join in, join hands to implement the project, and report any problems or needs immediately.

According to the Road Network Planning for the 2021-2030 period, with a vision to 2050, the coastal road system is 3,034 km long. Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on the development of the North Central and Central Coast regions to 2030, with a vision to 2045, determines that by 2030, the coastal road in localities in the region will be completed.
Dung Quat - Sa Huynh coastal road is about 100 km long, located in the coastal road system of the whole country, invested by Quang Ngai province with approved capital of 5,654 billion VND (excluding depreciation value).
Up to now, the project has been invested and put into operation with a length of 32.5 km, is investing in construction of 25.2 km, the uninvested section is about 31 km and overlaps with National Highway 1 for 11.3 km.
Quang Ngai province reported to the Prime Minister about a 6 km section overlapping with the approved planning boundary for exploration and exploitation of titanium minerals.
The Prime Minister commended and requested Quang Ngai province to continue focusing resources to implement the project for early completion, opening up new development space for the province's coastal area with great potential.
Regarding the problems related to titanium planning, the Prime Minister said that these problems have been resolved according to the Law on Geology and Minerals as well as current regulations, and directed the province to prepare documents to promptly implement the problem section.
Accordingly, based on the socio-economic development strategy goals of the locality, the People's Committees of provinces and centrally-run cities are allowed to implement technical infrastructure projects for national and public interests according to Article 62 of the Land Law in areas with planned minerals.
