
On the morning of July 7, during his working program in Hung Yen province, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the road connecting the Hanoi-Hai Phong expressway with the Cau Gie-Ninh Binh expressway through Hung Yen province (phase 2).
Also attending the event were Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, General Director of Voice of Vietnam Do Tien Sy, Secretary of Hung Yen Provincial Party Committee Nguyen Huu Nghia, leaders of ministries, branches and localities.

The road project connecting the Hanoi-Hai Phong expressway with the Cau Gie-Ninh Binh expressway is nearly 24 km long, aiming to improve the exploitation capacity of the two expressways and reduce traffic pressure through Hanoi Capital. The project plays an important role in the core economic zone of the North and is the driving force for the development of the Red River Delta region, the Hanoi capital region, Hung Yen province and the provinces of Ha Nam and Thai Binh.
The project is mostly located in Hung Yen province, decided to invest by the Ministry of Transport, assigned to Hung Yen province as the investor, and Xuan Truong construction enterprise as the contractor.

The section through Hung Yen province has a total investment of more than 1,700 billion VND from the central budget, divided into 2 phases, with a scale of 4 lanes, and a design speed of 80 km/h. To date, the project has been completed and put into use.
Along with that, the section through Hung Yen province is being invested in by the province, expanding the side road with a total investment of about 1,400 billion VND from the local budget. On this occasion, the side road was also technically opened to traffic.

The route helps shorten travel time between Phap Van-Cau Gie Expressway and Hanoi-Hai Phong Expressway by up to 30 minutes compared to going through Yen Lenh Bridge and National Highway 39.
According to the plan, the route will be upgraded to a highway after 2030.
Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh said that Hung Yen province has many locations "closer to Hanoi than Hanoi itself", with great development potential, but the problem is that there must be a connecting road. The Prime Minister himself has repeatedly shared with provincial leaders over the years about the need to invest in a road connecting the Hanoi-Hai Phong expressway with the Phap Van-Cau Gie expressway, the Tan Phuc-Vong Phan route and the Red River heritage road. With these three routes, Hung Yen will certainly develop strongly.
These routes will contribute to implementing 3 strategic breakthroughs, enhancing the province's innovative thinking and strategic vision in transport development, regional connectivity, national connectivity, expanding new development space, land value added, opening up new urban, industrial and service areas, reducing logistics costs, increasing the competitiveness of goods, contributing to sustainable and long-term growth of the province and the region.
The Prime Minister emphasized that Hung Yen has a favorable geographical location and natural conditions. In order to develop strongly, it is very important to connect regional, national and international traffic. Experience from many countries shows that the fastest development stage is the stage of strong investment in infrastructure development, including traffic infrastructure.

The Prime Minister applauded Hung Yen province for completing phase 2 8 months ahead of schedule, primarily thanks to the rapid site clearance. According to the Prime Minister, this achievement is thanks to the people who gave up their land, residences, and production and business locations, with the participation of the entire political system (government, Party committees, the Fatherland Front, and socio-political organizations) under the leadership of the Party Committee.
The Prime Minister also thanked the relevant parties for their efforts and contributions to the completion of the project, opening up a new development space, a new development stage for Hung Yen province and contributing to promoting the development of the whole region.
In the coming time, the Prime Minister requested that agencies do well in payment procedures, maintenance, exploitation of new development space from the project, development of industrial parks, service areas, etc.; on the basis of good planning, there will be good projects, good projects will have good investors, good investors will have good efficiency. Hung Yen province and related agencies continue to summarize and draw experience from this project to replicate it in other projects.
In response to the proposal of the province and the contractor, the Prime Minister agreed to the policy of soon upgrading this connecting road into an expressway. Ministries and branches, according to their functions, tasks and powers, will coordinate with Hung Yen province to deploy the work, quickly complete procedures, select good investors and contractors, and strive to complete it by the end of 2025.
