Prime Minister: Bien Hoa Expressway

At the progress inspection of the Bien Hoa - Vung Tau expressway project on the afternoon of March 20, the Prime Minister requested that the section through Ba Ria - Vung Tau be opened to traffic on April 30 and the entire route in 2025, ensuring synchronous connection when exploiting Long Thanh airport.


On the afternoon of March 20, Prime Minister Pham Minh Chinh and the Government delegation inspected the Bien Hoa - Vung Tau expressway project through Dong Nai and Ba Ria - Vung Tau provinces. The delegation also inspected and recorded more than 19.5km of the expressway component project 3 from the QL56 intersection with Long Thanh district (Dong Nai).

Component 3 project is 19.5km long, starting construction in June 2023, expected to be completed by the end of 2025, and put into operation in 2026.

Reporting to the working group, Mr. Nguyen Van Trinh, Director of the Regional Traffic Project Management Board and the Agricultural Sector, said that the contractor is simultaneously implementing more than 15 construction projects, with an output of 76%. Currently, the contractor is focusing on paving the remaining asphalt concrete, constructing fences, longitudinal drainage ditches, guardrails, and cross-culverts. Of the 11 bridges on the route, two have been completed, four are constructing bridge decks and railings, and five are constructing pier bases, girder supports, and pouring concrete cross-girders.

"The project is currently not facing any problems with land or materials, so construction is going smoothly and will be open to traffic on April 30," Mr. Trinh informed.

Prime Minister Pham Minh Chinh reminded the units: Long Thanh airport is accelerating, so Bien Hoa - Vung Tau expressway must be completed first to have a connecting road to the airport.

At the expressway construction site, Mr. Nguyen Van Tho, Chairman of the People's Committee of Ba Ria - Vung Tau province, proposed to develop an additional expressway connecting Long Thanh airport to Ho Tram tourist area. At the same time, build an additional Phu My intersection on Bien Hoa - Vung Tau expressway to connect to Cai Mep - Thi Vai port cluster. The Prime Minister basically agreed and requested relevant units to coordinate to complete procedures for early implementation. Especially, there must be no negativity, waste, or loss.

According to Mr. Tho, the province has provided quarries of soil and rock materials for contractors to exploit according to a special mechanism, meeting enough reserves for the project's needs.

"Recommend that the Prime Minister soon direct the organization to appraise the adjusted pre-feasibility study report of the project to submit to the National Assembly Standing Committee for approval of adjustments to the project's investment policy," Mr. Tho proposed.

The expressway through Ba Ria - Vung Tau has basically completed the main items, and has paved almost the entire main route.

After inspecting and listening to the report, the Prime Minister encouraged and noted: "The progress of component project 3 is good, the road is beautiful, commending Ba Ria - Vung Tau province and contractors. Try to finish this year so that people can travel conveniently. Long Thanh airport is also accelerating so the road must be completed soon to connect, the airport cannot be completed but the road is not completed yet".

The representative of Committee 85 said that the project component 2 has so far cleared 93% of the land, with output reaching over 35%. There are still over 100 households and technical infrastructure that have not been relocated. The locality is committed to completing the land in March to ensure construction. The embankment is gradually being removed, currently there is only a shortage of about 1.4 million m3, so we hope that the locality will pay attention to supporting the remaining part to be able to complete construction in time for the dry season.

Up to now, 84% of the land has been handed over to the project component 1, with about 400 households still stuck, and the output has reached 24%. The focus is on clearing the land and building the roadbed. Some sections have also been paved.

At the intersection between the expressway and the road connecting to Long Thanh airport, Minister of Construction Tran Hong Minh reported that there were still land clearance problems that prevented contractors from carrying out construction simultaneously. In addition, there was still a shortage of earth filling materials, so the Minister requested Dong Nai province to speed up site clearance work to hand over to contractors for construction, focusing on speeding up progress and completing the foundation before the rainy season.

Here, the Prime Minister acknowledged the efforts of the investor and contractors. He asked the contractors to support each other in their work to speed up the project's progress and complete the entire project in 2025.

"We must work three shifts, eat and sleep quickly, and overcome the sun and rain so that the project can be completed on time," the Prime Minister requested.
