On September 15, Tu San Agricultural and Tourism Service Cooperative suddenly sent a notice to temporarily stop transporting tourists on Nho Que 1 Hydroelectric Reservoir. The Cooperative is the only unit operating boats to transport tourists on Nho Que River, to see the extremely famous Tu San canyon and attract a large number of tourists in Ha Giang.
Foreign tourists no longer have the opportunity to sit on a boat and watch the Nho Que River.
The reason given by the Cooperative is that the temporary management plan for inland waterway transport serving tourists within the Nho Que 1 hydropower reservoir has not been agreed upon between the People's Committee of Meo Vac district, the Cooperative and Nho Que 1 Hydropower Joint Stock Company. At the same time, the passenger transport contract between Nho Que 1 Hydropower Joint Stock Company and the Cooperative has not been signed or renewed.
Therefore, the Cooperative has temporarily stopped transporting tourists to visit Tu San Alley by tourist boat on Nho Que River from September 16 until further notice. Up to now, after nearly 4 days of "strike", the boats on Nho Que River have not resumed operation, tourists cannot see the emerald green river and the deepest canyon in Southeast Asia...
Previously, a similar case also occurred when from July 8, Tam Coc - Bich Dong Tourist Area (Ninh Binh) suddenly stopped operating right in the peak summer season and it is unclear when it will reopen.
The main reason for the suspension of operations is that the enterprise (Trang An Investment - Trade - Service Company Limited, the unit managing and exploiting Tam Coc - Bich Dong tourist area) and the boatmen could not agree on signing a labor contract.
By the end of August, this famous tourist destination had not returned to normal operations. Speaking to Thanh Nien reporters at that time, Mr. Nguyen Cao Tan, Deputy Director of Ninh Binh Tourism Department, said: "After the business announced its temporary suspension of operations on July 8, we requested the business to resume operations. On August 21, it announced its reopening, but it was still unable to serve tourists because it had not yet implemented the boat rowing service."
Most boatmen still do not want to sign a contract because they are afraid of being bound by time, the contract only lasts for 1 year and for some other reasons... Many people think that the environment and the river are natural resources, national resources, the boat is paid for by the people themselves, so why do people have to sign a contract to be bound by time with the business.

Who is responsible?
Mr. Tran The Dung, Deputy Director of The He Tre Travel Company, said that tours to the North have recently been negatively affected by the closure of tourist attractions. In the summer, there was the case of Tam Coc - Bich Dong, and now there is the suspension of boat tours on the Nho Que River. These are two extremely famous destinations in the North, loved by many tourists and included in all tour itineraries...
"The suspension of boats on the Nho Que River forced us to find other ways to replace them. For example, we take motorbike rental customers to the west, from here we rent local boats to Tu San to sightsee. Although it is not as convenient, because when there are still boats from the cooperative, tourists can get off the dock quite easily because they take the road of the hydropower company, but it is better than nothing. In case customers are reluctant to take local boats, we take them to a beautiful location on Ma Pi Leng Pass to see the Nho Que River and Tu San canyon from above," said Mr. Dung.
According to Mr. Dung, Ha Giang province has made great efforts in recent times to make the Nho Que River destination more accessible and famous, attracting a large number of tourists. However, if the boat incident is not resolved completely, Ha Giang will become less attractive, not only affecting the lives of local people but also negatively affecting tourists and travel businesses...
According to statistics, during the last two weekends (September 16-17), about 1,000 tourists had their boat tours on the Nho Que River canceled.
On average, each weekday, the cooperative takes about 600 tourists by boat, and on weekends from 1,000 to 1,200 domestic and foreign visitors.
Tu San Canyon is an attractive tourist destination in Ha Giang.
Responding to the press on September 16, the People's Committee of Meo Vac district said that the locality had issued a document approving the cooperative to continue transporting tourists until the end of 2023. However, this unit did not continue to operate. On the same day, the district worked with relevant parties, but could not find a solution, so tourists could not visit Nho Que River. The reason was that the two units had not yet agreed on the division of benefits.
Tourism expert Nguyen Duc Chi said that the interests between businesses and the community have conflicted in the case of Tam Coc - Bich Dong or Nho Que River and a quick solution is needed to open the resource to tourists. Here, Nho Que 1 Hydropower Joint Stock Company is assigned to keep the resource (Nho Que River) because it is located in the hydropower reservoir and the cooperative - the representative of the community is allowed to exploit that resource with a system of self-built boats. The locality cannot stand aside from the incident and consider it a civil dispute between the two parties.
The Nho Que River flows into Vietnam from Seo Lung village, Lung Cu commune, Dong Van, passes through Tu San canyon and runs along Ma Pi Leng pass. At Meo Vac, the water splits and flows east - southeast into Cao Bang, finally pouring into the Gam River.
Tu San is considered the deepest canyon in Southeast Asia, with a depth of about 700 - 800m and a length of nearly 2km. In 2009, the Ministry of Culture, Sports and Tourism classified the Ma Pi Leng Pass and Tu San Canyon as a Vietnam scenic relic; the Nho Que River was honored as one of the unique Tectonic Valleys of Vietnam.
