Candidates beware of violating exam security regulations

High school graduation exam questions are among the state's "top secret"

In the Exam Season Consulting program organized by Thanh Nien Newspaper in Da Nang on February 25, Professor and Doctor Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, provided important information about the high school graduation exam. Mr. Chuong said that according to regulations, the high school graduation exam is classified as "top secret" by the state and will only be declassified when the test time for multiple-choice subjects is over and 2/3 of the test time for essay subjects is over. Regardless of the reason, the exam is leaked to the outside before the prescribed time, it is considered a disclosure of state secrets.

Therefore, Mr. Chuong emphasized that in the high school graduation exam in June 2024, candidates must comply with the regulations.

Violations of exam regulations

The Ministry of Education and Training has issued the above notes because some candidates have violated regulations related to the confidentiality of high school graduation exam questions in recent years.

For example, at around 8:00 a.m. on June 28, 2023, after candidates started taking the literature test for about 30 minutes, a photo of the official exam paper was circulated on Facebook. Later, the Internal Political Security Department determined that the incident of the literature exam paper leak was caused by a candidate from the Cao Bang provincial examination board. This candidate used his phone to take a photo of the exam paper and sent it to a relative to ask for help solving the problem. The photo of the literature exam paper was then posted and spread on social media.

During the math exam on the same afternoon (June 28, 2023), the Internal Political Security Department said that candidates from the Yen Bai examination council took photos of the exam questions and sent them out. Immediately after that, these two candidates were suspended from the exam.

On October 28, 2023, Cao Bang Provincial Police announced that they had prosecuted Vu Trung Hieu (18 years old, residing in Cao Bang City), Hoang Thi Thu Trang (20 years old) and Hoang Ngoc Tuan (21 years old, from Phu Tho) to investigate the crime of intentionally revealing state secrets. Tuan was temporarily detained, while Hieu and Trang were banned from leaving their place of residence.

Things candidates should pay special attention to

From there, to ensure the security of the exam, an examination officer of the Department of Education and Training of Ho Chi Minh City instructed candidates on things to note.

First, candidates absolutely must not bring unauthorized items into the examination room such as phones, recording devices, video recorders, etc. If they violate, candidates will be severely disciplined, such as: disciplinary decisions, ban from taking the exam. If there is a situation of leaking the exam questions to the outside, the candidate's file will be transferred to the security department to handle according to the criminal code on protecting state secrets.

Candidates should also pay close attention. Before entering the exam room, they must check their person and their bags to see if there are any items that are not allowed in the exam room.

The HCM City Department of Education and Training's examination officer reminded: "Avoid the situation where every year, some candidates are so worried that they forget their phones in their pockets even though they are turned off. If these cases are discovered, although it is very regrettable, they will still be handled in the form of being banned from taking the exam, all the exam papers will be canceled and depending on the severity, they will be considered for sending them to the security department."

Finally, when entering the exam room, candidates need to listen carefully to the invigilator's instructions about the test time, whether to submit the test immediately after finishing it or not...

In case of any unclear questions, candidates should ask the invigilator for advice and avoid doing it on their own, especially in the case of taking the exam questions out before 2/3 of the test time has passed. These cases, whether intentional or not, are still considered to have revealed state secrets.

Are candidates allowed to take the exam out?

In addition, this expert noted that exam invigilators must also carefully read the regulations to understand exactly what is allowed and what is not allowed to be done to ensure maximum benefits for candidates; not allowing candidates to violate the regulations due to not fully understanding the exam regulations.

According to the regulations, the invigilator "only allows candidates to leave the examination room at the earliest after 2/3 of the test time (for essay tests) after the candidates have submitted their test papers, exam papers and scratch paper. If candidates must temporarily leave the examination room, the invigilator must notify the examination room supervisor to coordinate implementation according to regulations. For multiple-choice tests, candidates stay in the examination room until the end of the test time.

Regarding the collection of exam papers, according to the examination officer of the HCM City Department of Education and Training, after the exam time is over, "the examination officer does not collect: exam papers, scratch paper of the independent exam and the biology and civics components of the combined exam".

According to the explanation from the examination officer of the Department of Education and Training of Ho Chi Minh City, after the test time ends, the confidentiality of the test papers expires and the candidates have submitted their papers, so they do not have to submit the independent test papers of this exam, which is literature. For the two combined tests of natural sciences and social sciences, biology and civic education are the last two subjects, so candidates do not have to submit their papers to the examination officer after the test time ends.
