Group discussion on 2 draft laws

Implementing the working program at the 9th Extraordinary Session of the 15th National Assembly, on the morning of February 12, after the opening session of the Session, National Assembly deputies worked in groups, discussing 2 draft laws: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended).

Participating in the discussion, the majority of National Assembly deputies agreed with the necessity of promulgating the above laws to promptly and fully institutionalize the Party's policies and guidelines, especially Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

According to delegate Nguyen Lam Thanh (National Assembly Delegation of Thai Nguyen province), the Drafting Committee needs to conduct thorough research to more clearly demonstrate in the draft laws the spirit of "the law only regulates framework issues and issues of principle", ensuring compliance with the Politburo's policy and the spirit of the Constitution.

Regarding the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly, delegates proposed that the contents on processes and procedures should not be reflected in the law, but should be specifically stipulated in the internal regulations of the National Assembly session.

Regarding the draft Law on Promulgation of Legal Documents (amended), delegate Nguyen Lam Thanh gave some opinions: Proposing to explain specifically the content of "legal documents of local authorities in special administrative-economic units"; studying the provisions in Clause 3, Article 15 to make them more suitable to reality; designing Article 18 in the direction of circulars only guiding implementation when assigned tasks in the decree; regulations on the process of collecting opinions on drafting legal documents in the direction of collecting opinions from directly related agencies...
