On the morning of February 12, after the opening session of the 9th extraordinary session of the 15th National Assembly, National Assembly deputies participated in group discussions on the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and the draft Law on Promulgation of Legal Documents (amended).
The National Assembly delegation of Phu Yen province participated in the discussion at Delegation Group No. 4, along with the National Assembly delegations of Ninh Thuan, Ba Ria - Vung Tau provinces and Hai Phong city.
Participating in the discussion in groups, the National Assembly deputies agreed with the necessity of promulgation, the scope of amendments and supplements, and the basic contents of the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly as stated in the Submission of the National Assembly Standing Committee; the content of the draft law is consistent with the Party's policies and guidelines, ensuring constitutionality, legality, consistency with the legal system, and compatibility with relevant international treaties to which the Socialist Republic of Vietnam is a member.
Regarding the draft Law on Promulgation of Legal Documents (amended), the National Assembly deputies agreed to comprehensively amend the Law on Promulgation of Legal Documents with the political, legal, practical reasons and bases, and viewpoints as stated in the Government's Submission in order to promptly institutionalize the Party's policy on innovation and improvement of the law-making process; contributing to speeding up the progress, improving the quality of building and promulgating legal documents, and perfecting institutions to meet the requirements of national construction and development in the new period.

There are suggestions to study and supplement regulations to further promote the role and responsibility of National Assembly deputies in the process of reviewing, commenting on and approving draft laws and resolutions, for example, collecting opinions from National Assembly deputies and National Assembly delegations during the process of policy making and drafting; organizing specialized National Assembly deputies' conferences to discuss and comment on draft laws and resolutions before the submitting agency officially submits the project; increasing the time for group discussion on draft laws and resolutions during the session so that National Assembly deputies can discuss and comment thoroughly and the submitting agency can accept and explain before the National Assembly discusses them in the hall...
The National Assembly deputies highly appreciated the efforts of the Government and the drafting agency in preparing complete and timely draft law documents, ensuring quality and meeting the conditions for submission to the National Assembly for consideration and decision.
In his concluding remarks at the Group Discussion Session, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Hai Phong City National Assembly Delegation, Head of the Group Discussion, thanked the National Assembly Deputies for their responsible and dedicated participation in giving comments; many of the comments were highly practical and needed to be studied and absorbed to contribute to the completion of the draft Law on amending and supplementing a number of articles of the Law on the Organization of the National Assembly and the draft Law on Promulgation of Legal Documents (amended) before the National Assembly considers and approves them to ensure feasibility, suitability and effectiveness.
The group will fully and honestly synthesize the opinions of National Assembly Deputies to submit to the Secretary General of the National Assembly for the National Assembly to consider and decide.
