Quang Xuong district has approved the development plan of 5 industrial clusters (ICs) with a total land area to be recovered of 229.8 hectares. Immediately after approving the ICs’ planning, all levels and sectors in the district have actively participated in the hope of putting the ICs into operation soon, contributing to economic development, creating jobs, and increasing income for the people.

Cong Truc Industrial Park (Quang Binh Commune) has an area of ​​about 50 hectares and its progress has been adjusted in Decision No. 3495/QD-UBND dated October 17, 2022 of the Provincial People's Committee. When completed and put into use, this industrial park will attract many businesses operating in the following fields: Garment, construction materials production, concrete components, unburnt bricks, gas trading, mineral processing, wood furniture production, agricultural product processing and other related industries...

More than 1 year since the decision to adjust the progress, up to now, Cong Truc Industrial Park has attracted a technical infrastructure investment enterprise, Vicenza Development Investment Joint Stock Company. Currently, the investor has completed investment procedures and made compensation payments for site clearance. The project is recognized as having guaranteed investment progress according to regulations.

Nham Thach Industrial Park (Quang Thach Commune) with an area of ​​13.6 hectares was established under Decision No. 1673/QD-UBND dated May 14, 2020. When put into operation, this industrial park will attract businesses operating in the following fields: Seafood processing, food, pharmaceuticals, electronics, garment supporting industry... VINATOM Seafood Joint Stock Company is the investor in building the industrial park infrastructure.

According to the progress of the decision to establish the Industrial Park, within 2 years (2020 and 2021), the investor must complete legal procedures, complete land acquisition, implement construction and complete the infrastructure of the Industrial Park to receive secondary investors to carry out investment procedures for production and business projects in the Industrial Park on an area of ​​9 hectares in the Industrial Park. Ensure that by 2023, the construction of infrastructure within the remaining 7.8 hectares of land of the project will be completed. However, by February 25, 2024, which is beyond the prescribed deadline, the construction of the infrastructure of Nham Thach Industrial Park is undergoing land acquisition.

In addition to Cong Truc and Nham Thach Industrial Parks, Quang Xuong also plans and develops Quang Yen Industrial Park (area of ​​60 hectares), Industrial Park in the Southwest of Thanh Hoa City (area of ​​65 hectares) and Tien Trang Industrial Park (area of ​​38 hectares).

It is known that in order to attract enterprises to invest in technical infrastructure of industrial parks, in addition to supporting legal procedures and quickly completing documents, Quang Xuong district also supports enterprises to carry out site clearance work well. Thanks to that, all 5/5 industrial parks have attracted enterprises to invest in technical infrastructure.

Regarding the progress of infrastructure investment in industrial parks in the area, Head of the Economic - Infrastructure Department of Quang Xuong district, Le Dinh Khoa, said: Of the 5 industrial parks currently being deployed and implemented in the area, 4 industrial parks, namely Cong Truc (Quang Binh), Tien Trang Urban Area - Industrial Park (Tien Trang commune) and the Southwest Industrial Park of Thanh Hoa city in Quang Trach commune, Tan Phong town (Quang Xuong) and Quang Thinh ward (Thanh Hoa city), are on schedule, only Nham Thach industrial park is behind schedule compared to regulations.

Explaining the reason for the slow progress, Mr. Khoa said that the compensation process for agricultural land acquisition and clearance encountered many difficulties and problems. Because the origin of the land use right certificates of the households was salt land, but the current status of the households had converted to annual crop cultivation and aquaculture. The households' wish was to be compensated based on the current status of land use. Therefore, the District Land Acquisition and Clearance Council sent an official dispatch to the Department of Natural Resources and Environment requesting compensation at the price of salt land for the households. However, according to the reply dispatch of the Department of Natural Resources and Environment, this content is under the authority of the People's Committee of Quang Xuong district and is based on the provisions of current law to implement. In that spirit, the District People's Committee and the Land Acquisition and Clearance Council have studied the provisions of the law on land and agreed to apply compensation prices according to salt land as the land use right certificates have been recognized by the State.

To complete the land acquisition and clearance of Nham Thach Industrial Park project on schedule, on the one hand, the district has sent a document to the Provincial People's Committee, on the other hand, it is continuing to propagate and mobilize households to receive money soon and hand over the site to the investor.
