In the Master Plan for the construction of Quang Ngai City to 2040, Tinh Khe and Tinh Ky communes are planned to be coastal urban areas in the north of Quang Ngai City. From their existing potential and advantages, Tinh Khe and Tinh Ky are oriented to develop into cultural centers, sea resort tourism and fishing logistics centers of the city. That is the future, but at present, the coastal landscape space in these localities is being seriously affected by public cemeteries.

In Tinh Khe commune, the people's cemetery covers an area of up to 16 hectares, with more than 10,000 graves, only separated from Co Luy village beach by a road and nearly 1km from My Khe tourist area. Not only located close to the sea, the people's cemetery, which occupies an area of more than 1% of Tinh Khe commune's area, is also adjacent to houses, schools, and the cultural house of Co Luy village, posing many potential risks to the environment and health of the people. "Co Luy village does not have tap water. Meanwhile, the village has a people's cemetery located right next to a residential area, causing us to have many concerns about the quality of domestic water sources.
That concern is growing as the number of graves buried in the cemetery continues to increase,” said Mr. T.D.H, in Co Luy village. Also oriented to develop into a coastal urban area with strengths in tourism and ecological resorts, An Phu commune (Quang Ngai city) currently has a people's cemetery with an area of up to 20 hectares, accounting for 2.6% of the commune's area. This people's cemetery is located next to the sea, adjacent to Tan An beach - a beach that is attracting the attention of tourists.
“Next to Tan An beach is a coastal road shaded by willow trees, very poetic. However, the road runs along a people’s cemetery, which makes my friends and I feel uneasy,” said Nguyen Bao, a tourist who has been to Tan An beach.
In the coastal area of Quang Ngai City, the public cemeteries occupy a total area of over 60 hectares. Most of these cemeteries are located near residential areas, some are located near tourist areas and tourist attractions. These cemeteries not only affect the environment and people's health but also hinder the development of tourism and services in localities.

Currently, the People's Committee of Quang Ngai City has approved the 1/2000 scale Zoning Plan of the Sea Square Park, combined with the urban - ecological service area of Quang Ngai City (park) with an area of about 341 hectares in Tinh Khe commune. According to the approved planning plan, Quang Ngai City must relocate the people's cemetery with an area of more than 16 hectares in Co Luy village, Tinh Khe commune. However, up to now, this people's cemetery with more than 10,000 graves has not been closed. People are still continuing to bury and renovate, build new graves in the direction of increasing scale.
To expand the space and improve the coastal landscape, the Party Committee of An Phu commune continues to inherit and lead, and direct the good implementation of the commune's resolution on converting the commune's people's cemetery into a coastal urban area. After more than 2 years of implementation, the resolution has truly come into life, deeply affecting the awareness of local people.
“At the end of 2022, the locality developed an implementation plan and issued a resolution with specific targets, that is, from 2023, there will be no more burials of the deceased in the commune. To put the resolution into practice, we have established 14 working groups to propagate and mobilize people. The perseverance and determination of the entire local political system has gradually changed people's awareness. In 2023 and 2024, local people not only buried their relatives in cemeteries outside the commune, but many people also chose cremation. Especially since August 2024, when the Provincial People's Council issued a Resolution on policies to encourage the use of cremation in the province, the rate of people choosing cremation for their deceased relatives has increased. From the beginning of 2025 to now, the local cremation rate is approximately 70%," informed Chairman of the People's Committee of An Phu Commune Pham Thi Cong.
According to Tran Dinh Truong, Head of the Economic, Infrastructure and Urban Department of Quang Ngai City, many people's cemeteries are occupying many beautiful locations, close to the sea in coastal communes of the city, affecting the orientation of urban development, eco-tourism services, and sea tourism. However, it is a very difficult problem to ensure that the burial of the deceased does not affect the overall development of the city. In Quang Ngai City, most of the existing cemeteries are small in scale, and there is not enough land fund. The Cemetery Park Project in Tinh An Dong Commune (Quang Ngai City), with a total area of 120 hectares, has just been approved for investment and the following procedures. Therefore, although some people's cemeteries in coastal areas are in the construction planning, Quang Ngai City cannot close the cemeteries because there is no place for people to relocate the graves.
