According to information from Noi Bai International Airport, before the Mid-Autumn Festival, there were many reports from pilots that drones and sky lanterns posed a threat to flight safety.
Accordingly, since the beginning of the year, Noi Bai International Airport has recorded: 3 cases of straw burning, 7 cases of laser and 10 cases of kite and balloon flying.
On September 23 alone, there were 4 cases where flight crews reported detecting sky lanterns and unmanned objects during the approach to land and take off to gain altitude in the areas of Dong Anh and Soc Son districts, threatening flight safety.
Through verification, the police of the communes discovered that at the west end of the runway (Thanh Xuan commune, Soc Son district), a Mid-Autumn Festival was being held for children with sky lanterns and at the east end of the runway (Xuan Non commune, Dong Anh district), kites were being flown. The local police force thoroughly warned, reminded and confiscated the kites.
To prevent similar cases that pose a safety risk, Noi Bai International Airport has sent a document requesting the People's Committees of communes adjacent to the airport to direct relevant units to communicate to all residents (especially children) about the dangers of kites, sky lanterns, unmanned aerial vehicles and lighter-than-air balloons to flight activities in order to take preventive measures.
As the largest airport in the North in terms of flight frequency, Noi Bai serves an average of more than 500 take-offs and landings each day with more than 80,000 passengers arriving/departing through the airport.
Specifically, according to Article 54, Circular No. 29/2021/TT-BGTVT dated November 30, 2021 detailing the management and operation of airports, it clearly states: "Airport and airport operators shall preside over and coordinate with the service provider to ensure flight operations at the airport to establish a diagram of areas affected by laser lights and high-power lights on flight operations in the airport operation documents; send the diagram of affected areas to agencies and units operating at the airport and local authorities for coordinated control".
Accordingly, Noi Bai International Airport said the affected area of the airport is divided into 3 areas according to the level of impact.
Area 1 is a laser-free flying area, including the communes of Quang Tien, Thanh Xuan, Phu Cuong, Phu Minh, Mai Dinh, Xuan Thu, Dong Xuan (Thanh Thuy village), Tien Duoc (Xom Moi village), Hien Ninh (Hien Luong village, Nam Cuong).
Area 2 is the flight area heavily affected by lasers, including: The entire Soc Son district, Dong Anh district, Yen Phong district, Tu Son district of Bac Ninh province; Me Linh district - Hanoi; Thuong Le village - Phuc Yen town - Vinh Phuc province.
Area 3 is the flight area affected by lasers, including the districts: Pho Yen - Thai Nguyen, Hiep Hoa - Bac Giang, Tien Son - Bac Ninh and districts/counties of Hanoi (Hoai Duc, Dan Phuong, Tu Liem, Gia Lam, Long Bien).
Noi Bai International Airport said that every year it coordinates with the Northern Airport Authority and local authorities in areas adjacent to the airport to actively propagate to the people.
Although the number of incidents has shown signs of decreasing, during festivals there are still cases of laser projection, sky lanterns, balloons, kite flying, etc. violating airport airspace safety, threatening flight safety.
Therefore, Noi Bai International Airport recommends that local authorities tighten licensing for event organizers not to use high-power lighting systems in areas that affect flight operations; authorities need to take action to strictly handle all organizations and individuals who violate the regulations .
