(MPI) - In Resolution No. 27/NQ-CP on the regular Government meeting in January 2025, the Government and the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to thoroughly grasp, synchronously, drastically and effectively implement tasks and solutions for socio-economic development; focus on implementing and completing at the highest level the socio-economic development goals and targets of 2025 and the entire 2021-2025 term, especially the growth target of 8% or more in 2025.

According to the Resolution, in the coming time, the world situation is forecast to continue to develop rapidly, complicatedly and unpredictably; geopolitical conflicts and competition between major countries are more intense; trade tensions are increasing, and policy changes in some major economies pose risks to global growth. Domestically, difficulties, challenges and opportunities are intertwined, but there are more difficulties and challenges; the workload in 2025 is very large, we must continue to arrange the apparatus, successfully organize party congresses at all levels towards the 14th National Congress of the Party, and at the same time focus on implementing and completing at the highest level the socio-economic development goals and targets of 2025 and the entire 2021-2025 term, especially the growth target of 8% or more in 2025.
In that context, the Government and the Prime Minister request Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to thoroughly grasp, synchronously, resolutely and effectively implement tasks and solutions for socio-economic development according to the Conclusions of the Central Committee, the Politburo, key leaders, Resolutions of the National Assembly, the Government and the direction of the Prime Minister, especially in Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 8, 2025, Directive No. 03/CT-TTg dated February 4, 2025 on urging the implementation of key tasks after the Lunar New Year holiday of At Ty 2025; carefully review the tasks in February and the first quarter of 2025 to focus on directing and implementing effectively.
In which, the following contents are focused: Firstly, prioritizing promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and having high surplus, determined to successfully and comprehensively implement the 2025 Socio-Economic Development Plan, striving to achieve the growth target of 8% or more in 2025. Accordingly, the Government requires ministries, agencies and localities, according to their assigned functions, tasks and authorities, to closely monitor developments in the world situation, policy adjustments of countries and partners, especially fiscal, monetary, trade and investment policies, to promote strategic research, analysis, forecasting, and promptly advise the Government and the Prime Minister on macroeconomic management measures and appropriate and effective policy responses to respond to emerging issues, to avoid being passive and surprised, and to minimize negative impacts on the socio-economy of our country.
Continue to resolutely and synchronously implement solutions to strongly promote traditional growth drivers (investment, consumption, export) and new growth drivers (digital economy, green economy, circular economy, creative economy, knowledge economy, sharing economy, etc.) and grasp the situation of production and business activities in each industry, field, locality, and growth of localities, especially large cities that are economic "locomotives", growth poles, and potential localities to proactively and promptly remove difficulties, strive to achieve the growth target assigned by the Government, contributing to completing the national growth target of 8% or more and striving for higher growth in favorable conditions...
Second, urgently complete the arrangement and streamlining of the Government apparatus, improve the effectiveness and efficiency of the state administrative agency system according to Resolution No. 18-NQ/TW. Ministries, agencies and localities, according to their assigned functions, tasks and authorities, resolutely organize and ensure the progress of work related to the arrangement of the apparatus according to the conclusions of the Central Committee, the Resolution of the National Assembly, the direction of the Government and the Prime Minister, not to let the activities of ministries, agencies and People's Committees of localities be interrupted or miss work, especially work directly related to people, businesses, other relevant agencies, organizations and units. Closely monitor to promptly handle problems and difficulties arising in the process of merging and consolidating agencies; link the arrangement and streamlining of the apparatus with restructuring the staff and innovating the way of organizing work.
Urgently complete and submit to the Government for promulgation Decrees on the functions, tasks and powers of ministries, ministerial-level agencies and government agencies according to the new organizational structure, to be completed before February 15, 2025, ensuring they come into operation from March 1, 2025; review and amend according to authority or propose amendments and supplements to legal documents related to the consolidation of the organizational structure.
Third, further promote the review and improvement of institutions, mechanisms and policies associated with improving the effectiveness and efficiency of law enforcement, reducing and simplifying administrative procedures, promptly removing legal "bottlenecks" and "bottlenecks", creating favorable conditions for people and businesses. The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to promptly issue detailed regulations and instructions on the implementation of the Laws and Resolutions passed by the National Assembly at the 8th Session (including the Law on Public Investment (amended), the Law on amending and supplementing investment laws, the Law on amending and supplementing finance laws, etc.); Review, continue to propose amendments and ensure the progress of amendments to the Laws: Promulgation of legal documents, Enterprises, Investment, Investment under the form of public-private partnership, Management and use of state capital invested in production and business, Science, Technology and Innovation, Atomic energy...
Actively review, amend, supplement, and perfect legal regulations that are no longer suitable, overlapping, or incomplete in the direction of resolving problems wherever they arise, and proactively proposing, amending, and perfecting them at any level; seriously, synchronously, and effectively implement the Comprehensive Program for State Administrative Reform for the 2021-2030 period, with specific and practical solutions to create strong breakthroughs to effectively carry out administrative reform tasks in 2025; Plan for key administrative procedure reform in 2025. In 2025, all administrative procedures related to enterprises will be organized and implemented online, smoothly, seamlessly, transparently, and effectively, minimizing paperwork; 100% of administrative procedures will be implemented regardless of administrative boundaries within the provincial level; 100% of One-Stop Departments digitize administrative procedure records before processing them according to the provisions of Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government and Circular No. 01/2023/TT-VPCP dated April 5, 2023 of the Government Office...
Fourth, resolutely promote the disbursement of public investment capital and implement the three national target programs; focus on investing in completing a synchronous and modern strategic infrastructure system, especially important and key national projects and works that are inter-provincial, inter-regional, and connect the country, region, and internationally.
Ministries, agencies and localities, according to their assigned functions, tasks and authorities, urgently complete investment procedures, allocate details of the 2025 Public Investment Plan to tasks and projects, accelerate implementation and disbursement of public investment capital from the beginning of the year, and strive for the public investment disbursement rate in 2025 to reach 95% of the plan assigned by the Prime Minister; Focus on directing, inspecting, and urging contractors to arrange enough machinery, equipment, and construction workers with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms", working "3 shifts, 4 shifts", "through holidays, through Tet, through days off", "eating quickly, sleeping urgently", "only working, not backtracking", increasing the application of science and technology, innovation, speeding up progress, improving quality, bringing important national projects, key projects of the transport sector to the finish line on schedule, striving to exceed the set schedule, especially projects planned to be completed in 2025, ensuring the goal of having at least 3,000 km of expressway by the end of 2025.
Fifth, promote the development of industrial and agricultural production and key sectors; ensure national energy and food security; promote the domestic market and exports. The Government requests ministries, agencies and localities, according to their assigned functions, tasks and authorities, to strengthen trade promotion, stimulate consumption, promote the distribution of goods through digital platforms and e-commerce; actively respond to the Campaign "Vietnamese people prioritize using Vietnamese goods". Boost exports, especially for key products with competitive advantages and to large and potential markets; direct functional forces to combat and strengthen the management of cross-border e-commerce activities, inspect and control the origin of goods; proactively and actively discuss with partners about Vietnam's policy on the management of goods origin.
Sixth, effectively and substantially restructure the economy in conjunction with growth model innovation; strongly promote science and technology, innovation, national digital transformation, development of digital economy, digital society, and digital citizens.
Seventh, comprehensively develop cultural and social fields, ensure social security, improve people's material and spiritual life and health; proactively respond to climate change, prevent and combat natural disasters and protect the environment.
Eighth, firmly ensure national defense, security, social order and safety; synchronously, effectively and comprehensively implement foreign affairs and international integration; combat waste. Ninth, promote information and propaganda work, especially policy communication, create social consensus, new momentum and motivation, compete to successfully implement the set goals and tasks./.
