On February 11, the Ministry of Education and Training (MOET) issued Official Dispatch No. 545/BGDĐT-GDTrH to the People's Committees (PCs) of provinces and centrally-run cities on strengthening direction for general education.
Unify and properly implement regulations on secondary and high school enrollment and management of extra teaching and learning.
The 2024-2025 school year is the year the new General Education Program is implemented throughout the entire general education system from grades 1 to 12 with fundamental changes from a content-oriented program to a program oriented to developing students' qualities and abilities.
Recently, the Ministry of Education and Training has issued documents regulating and guiding the effective implementation of school management, innovation in teaching methods, assessment and evaluation, implementation of early-level enrollment and high school graduation exams... according to the 2018 General Education Program, and at the same time supporting and guiding localities to organize effective implementation, meeting the requirements set out.
To strengthen state management of education and improve the quality of general education, the Ministry of Education and Training requests that the People's Committees of provinces and centrally-run cities continue to direct the implementation of communication work, organize conferences to disseminate, guide, and unify the organization and implementation in accordance with regulations.
Implement the responsibility of state management of education and the direction of the Prime Minister in Official Dispatch No. 10/CD-TTg dated February 7, 2025 on strengthening the direction of junior high school enrollment, high school enrollment and management of extra teaching and learning activities under the authority, ensuring compliance with local realities and current regulations. Strengthen inspection and examination of the implementation to promptly detect, correct and have appropriate solutions in places facing difficulties during the implementation process.
Continue to pay attention to facilities, ensure quantity and quality of teaching staff
Continue to review, arrange and develop the network of general education facilities to ensure enough schools and classrooms, especially in big cities, industrial zones, densely populated areas and mountainous areas; ensure fairness in access to education, all students of universal education age can go to school.
Improve the effectiveness of staff management in the area, effectively use existing staff according to authority; strengthen the work of reviewing, mobilizing and rotating teachers to ensure teacher quality between schools; recruit the correct and sufficient number of assigned teacher staff quotas, have solutions for places where there is a shortage of teachers, ensuring the principle of "where there are students, there must be teachers in the classroom".
Implement preferential policies to attract teachers to work and stay long-term in the locality, especially in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas to ensure sustainable and effective implementation of the 2018 General Education Program in disadvantaged areas. Continue to strengthen facilities and teaching equipment according to the 2018 General Education Program in general education institutions in accordance with local conditions.
Absolutely do not relax the organization of review and training for students with unsatisfactory results and final year students.
Direct the education sector to thoroughly grasp the general education institutions in the area to continue to synchronously implement solutions to deploy the 2018 General Education Program to ensure quality. The creation of regular and periodic test and assessment questions; selection of students at the beginning of the level (primary, secondary) and entrance exams for grade 10 of high school are in accordance with the requirements of the 2018 General Education Program, not causing pressure on students to study extra.
Absolutely do not relax the organization of review and training for students with unsatisfactory learning results; organize for final grade students to strengthen review for entrance exams and graduation exams according to the school's education plan, determining that this is the responsibility of schools to help students meet the requirements for each subject of each grade according to the regulations of the 2018 General Education Program.
According to the actual conditions of the locality, the Provincial People's Committee directs appropriate financial support for educational institutions to organize review and training for students, contributing to improving the quality of education, especially for students who still have difficulties in studying, final year students, disadvantaged groups, students from difficult family circumstances, students from ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.
The Ministry of Education and Training also requested the People's Committees of provinces and centrally-run cities to pay attention to and strengthen the direction of the implementation of the above contents; promptly report to the Ministry of Education and Training any problems and difficulties in the implementation process.
