Kinhtedothi - The Ministry of Agriculture and Environment will officially come into operation from March 1, 2025 on the basis of merging the Ministry of Agriculture and Rural Development (MARD) with the Ministry of Natural Resources and Environment (MONRE).
At the 9th Extraordinary Session of the 15th National Assembly, the National Assembly voted to pass a Resolution on the organizational structure of the Government for the 15th National Assembly. Accordingly, the Ministry of Agriculture and Environment was established on the basis of merging two ministries: Agriculture and Rural Development and Natural Resources and Environment.
After the merger, 30 units of the Ministry of Agriculture and Environment perform the function of State management of agriculture, forestry, salt industry, fisheries, irrigation, disaster prevention, rural development, land, water resources, geology and minerals, environment, hydrometeorology, climate change, surveying and mapping, remote sensing, integrated management of resources and protection of the marine and island environment.
For units established on the basis of consolidation and inheritance of functions and tasks that those units are undertaking; consider reasonably transferring overlapping areas in accordance with the principle that one task is assigned to only one unit to preside over and take primary responsibility.
For units performing general advisory functions, avoid major disruptions. For tasks of a general nature, related to many units, a unit shall be assigned to take the lead in implementation, with the participation and coordination of specialized management departments and bureaus.
At the recent conference to deploy the project to establish the Ministry of Agriculture and Environment, Minister of Agriculture and Environment Do Duc Duy (approved by the National Assembly) said that, to date, the establishment of the Party Committee of the Ministry of Agriculture and Environment has completed all necessary procedures for the Party Central Committee to consider and issue a decision.
The Ministry of Agriculture and Environment will advise and propose to the Government Party Committee to appoint additional members of the Party Executive Committee and the Party Committee's Inspection Committee immediately after completing the plan to consolidate the leadership positions at the head level in affiliated units.
Minister Do Duc Duy suggested that Party committees, Party organizations, agencies and units should focus on ideological work and motivating cadres, civil servants, public employees and workers during the transition period. At the same time, policies and regimes related to organizational restructuring should also be reviewed and resolved promptly according to regulations.
Minister Do Duc Duy also noted that for each major state management field such as land, minerals, resources, crop cultivation - plant protection, animal husbandry - veterinary medicine, the Ministry will only establish a maximum of 3 public service units to avoid overlapping functions between levels.
The organizational model of public service units will be considered according to three main groups: scientific research, education and training, and other economic activities.
For public service units with large organizational scale, wide operating area, requiring deep expertise and units that have implemented autonomy and are large in scale, they can continue to maintain and consolidate their activities to serve State management work.
