Question:

I am from Son La and am a student at a university in Hanoi. I know that Hanoi has a policy to support students' health insurance premiums. I would like to ask if I am eligible for this support policy? – Nguyen Manh Thang (Son La).

Hanoi Social Insurance replied:

For students, the current monthly health insurance premium is 4.5% of the basic salary. However, students are in the group of subjects that receive 30% of the premium from the State budget, so students only have to pay the remaining 70%.

In Hanoi alone, according to Resolution No. 13/2023/NQ-HDND dated December 6, 2023 of the Hanoi People's Council, students residing in Hanoi with difficult circumstances belonging to households working in agriculture, forestry, and fishery with an average living standard according to the city's standards (stipulated in Decision No. 13/2021/QD-UBND dated September 5, 2021 of the City People's Committee on regulating the multidimensional poverty standards of Hanoi for the period 2022-2025).

In this case, if you have not been granted a health insurance card and are studying at educational institutions or vocational training institutions in the national education system (including public and non-public) established by the Hanoi People's Committee or assigned to departments, branches, district, and town People's Committees, you will be supported with an additional 70% of the health insurance premium. The support period is from January 1, 2024 to December 31, 2025.

Thus, the health insurance payment support policy according to Resolution No. 13/2023/NQ-HDND is only for students residing in the city. You should refer to the above regulations to compare with your specific case.
