Create a solid foundation for people's security

At the recent conference to review 5 years of implementing Resolution 35 in Ho Chi Minh City, one of the requirements of Ho Chi Minh City leaders is that agencies, units and localities fulfill the socio-economic development tasks according to the Resolution of the 11th Ho Chi Minh City Party Congress and the annual socio-economic plans of their sectors, localities and units. From this result, people's lives will be improved, contributing to the people's peace. That is a solid foundation, a basis for fighting and refuting wrong views.

Improve people's quality of life

One of the effective ways of District 7 is to focus on upgrading and expanding alleys, thereby improving people's lives. Ms. Nguyen Thi Tien (residing in alley 41 Chuyen Dung 9, Phu My ward) said that previously all her family's activities depended on her son's salary working at a wood workshop. Now, thanks to the expanded alley, she has opened a vegetable stall at home, earning extra income. Many other families also have income from opening their own businesses or renting out premises.

Up to now, through the second half of the 2020-2025 term, District 7 has achieved more than 86% of the targets of the District Party Committee's resolution on upgrading and expanding alleys, funded by socialized sources. Of which, the district has expanded 129 alleys, built 5 new bridges; and upgraded 86 alleys.

Also with the motto "caring for the people to bring peace to the people", District 5 has made efforts to implement and finish early in the Sustainable Poverty Reduction Program for the period 2021-2025; Districts 6, 11, Tan Binh, Tan Phu and Thu Duc City... focused resources to help poor and near-poor households rise up. In particular, nearly 2,300 children in Ho Chi Minh City orphaned by the Covid-19 epidemic have been cared for by localities and organizations. In particular, the Ho Chi Minh City Women's Union has implemented the "Godmother" program at all levels; by April 2023, all children orphaned by the Covid-19 epidemic will have a godmother to care for them.

Many models have been established and continue to be maintained to support the disadvantaged, such as the zero-dong booth model and the Ho Chi Minh City Social Security Fund. Ho Chi Minh City has also issued many policies to support the people, such as Resolution 02 of the Ho Chi Minh City People's Council on special policies to care for and support the elderly, orphans and people in difficult circumstances in the area...

The document of the 13th National Party Congress clearly states: “Combining “building” and “fighting”, taking “building” as a fundamental, strategic, long-term task, making progressive, positive thoughts permeate the entire social life, having the effect of correcting deviant manifestations, reforming backward thoughts, and pushing back wrongdoings”. This is the consistent motto in protecting the Party’s ideological foundation, fighting and refuting bad and toxic information today.

Create resistance to bad, toxic information

Closely following the solutions to protect the Party's foundation and ideology mentioned in Resolution 35 (innovating the content and methods to improve the quality and effectiveness of propaganda about Marxism-Leninism and Ho Chi Minh's ideology), the Ho Chi Minh City Youth Union conducted a survey on the need to use social networks and the impact of social networks on young people.

According to Secretary of the Ho Chi Minh City Youth Union Phan Thi Thanh Phuong, based on the survey results, the Ho Chi Minh City Youth Union has promoted the gathering of young people on cyberspace; building self-awareness and self-resistance of young people against bad and toxic information. Accordingly, the Ho Chi Minh City Youth Union organized the Olympic Competition on Marxism-Leninism and Ho Chi Minh's ideology "Vision across the century"; the Competition to learn about Marxism-Leninism and Ho Chi Minh's ideology "Light of the times"; the Pride of Vietnamese History Competition in an interactive direction on cyberspace. The Ho Chi Minh City Youth Union also focused on surveying and researching the characteristics of propaganda and education objects such as union members and children, thereby having propaganda solutions more suitable to the psychological characteristics of each group of young people.

Meanwhile, the Department of Information and Communications of Ho Chi Minh City actively disseminates messages on platforms and media managed by the department. At the same time, it pays attention to the urgent need of people to access accurate and truthful information about the city, helping people understand the issue, contributing to preventing bad and toxic information from spreading widely. The Ho Chi Minh City Press Center under the department regularly coordinates with the Ho Chi Minh City People's Committee, the Propaganda Department of the Ho Chi Minh City Party Committee, departments, branches, districts and towns to provide timely information to press agencies, thereby promoting the provision of official information for people to access.

Deputy Director of the Department of Information and Communications Nguyen Ngoc Hoi said that the department is currently managing 1,055 general electronic information websites and 366 social networking sites. In addition to the task of guiding entities to comply with legal regulations on the use of information on social networking sites and websites of units, the department also receives feedback on fake news and untrue news provided by people through many channels (including the channel tingia.gov.vn operated by the Fake News Handling Center) to promptly prevent and handle, contributing to cleaning up the network environment.
